2026 Charleston Air Show Golf Carts

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a total of sixty-four (64) golf carts and Polaris (or equivalent) vehicles to meet aircrew needs for the Joint Base Charleston Air Expo.

• Provide sixty-four (64) gas-powered vehicles:

  • Twenty-four (24) vehicles capable of holding a maximum of 2 people.
  • Thirty-two (32) vehicles capable of holding a maximum of 4 people.
  • Four (4) Gator/Polaris (or equivalent) vehicles capable of holding a minimum of 4 people.
  • Four (4) Gator/Polaris (or equivalent) vehicles with a tow hook, capable of holding a minimum of 4 people.

• Vehicles must be delivered clean, free of debris, with full tanks of fuel.

• Contractor shall provide on-base delivery and removal of all vehicles.

• Contractor shall provide two (2) representatives on-site for vehicle assignment and turn-in.

• Contractor shall provide a 24-hour point of contact for issues during the rental period.

• Vehicles will be inspected upon delivery for cleanliness, fuel level, and damage.

• Maintenance, towing, and replacements are the contractor's responsibility.

• Local maintenance response time must not exceed thirty (30) minutes.

• Replacement vehicles must be provided if on-site repair takes over two (2) hours or if a delay is unacceptable.

• Period of Performance: April 27, 2026 to May 4, 2026.

• Delivery: NLT 8:00 am EDT on April 27, 2026, to Joint Base Charleston (JBCHS) 103 Sloan St Bldg 412 (Ground Transportation Vehicle Yard).

• Pick-up: NLT 3:00 pm EDT on May 4, 2026, from JBCHS 103 Sloan St Bldg 412 (Ground Transportation Vehicle Yard).

• Delivery drivers must possess a valid driver's license, current vehicle registration, and insurance, and have no felony records.

• Vehicles are subject to inspection at the entry gate.

• In case of emergency, contract vehicles will come under the authority of the 628th Wing Commander or designated person.

• Government provides self-insurance; contractor repair costs will be reimbursed, pending inspection and agreement on damages.

• Designated parking and storage area will be provided by the Government.

• Contractor will coordinate drop-off and pick-up access with LRS and 628 Security Forces Squadron (SFS) representatives.

• Payment will be made via Wide Area Workflow (WAWF).

Wage Determination

This document is a Wage Determination (No. 2015-4427, Revision No. 32) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes the minimum wage rates and fringe benefits required for various occupations performing work under the Service Contract Act in South Carolina, specifically for the counties of Berkeley, Charleston, and Dorchester.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act. It lists numerous occupations with corresponding minimum hourly wage rates.
• Fringe Benefits: All listed occupations receive specific fringe benefits, including Health & Welfare at $5.55 per hour (or $222.00 per week/$962.00 per month). A separate Health & Welfare rate of $5.09 per hour ($203.60 per week/$882.27 per month) applies specifically for Executive Order 13706.
• Executive Orders:
  • EO 13706 (Paid Sick Leave): Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for employees working on contracts awarded on or after January 1, 2017.
  • EO 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed after January 30, 2022), the minimum wage rate is $13.30 per hour for 2025 (or higher if listed on this determination).
• Hazardous Pay: Differentials of 8% or 4% are applicable for work involving ordnance and explosives, depending on the degree of hazard.
• Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including cleaning and maintenance ($3.35 per week, unless "wash and wear" materials are used).
• Vacation: Employees accrue paid vacation based on years of service: 2 weeks after 1 year, 3 weeks after 8 years, and 4 weeks after 15 years.
• Holidays: A minimum of eleven paid holidays per year are required.
• Conformance Process: If a required job classification is not listed, contractors must follow a specific process to request authorization for an additional classification and wage rate using Standard Form 1444 (SF-1444).

Solicitation / RFP / RFQ

This solicitation is for the procurement of golf carts and related vehicles for the FY26 Joint Base Air Show. The government is procuring these items to support the event.

• 2-Passenger Golf Carts (24 units)

• 4-Passenger Golf Carts (32 units)

• 4-Seater Polaris Gator (4 units)

• 4-Seater Polaris with Tow Hook (4 units)

• The contract type is Firm Fixed Price.

• The period of performance for deliveries is from April 27, 2026, to May 04, 2026, for all items.

• The offer due date is March 05, 2026, at 12:00 PM local time.

• Evaluation will be based on Price and Past Performance. The government will begin evaluating past performance starting with the lowest-priced vendor.

• Past performance will be rated on a scale of Substantial, Satisfactory, Neutral, Limited, or No Confidence. Recency is defined as performance of similar services within the past three years, and relevancy is defined as performance of similar services of the same magnitude and scope as the SOW.

• If the lowest-priced vendor receives a Substantial Performance Confidence Rating, award may be made to that vendor without further consideration of other quotes.

• This acquisition is set aside 100% for Small Business.

• The North American Industry Classification Standard (NAICS) code is 532111, with a size standard of $47,000,000.00.
