Scope of Work

The contractor will be responsible for providing all labor, materials, and travel to and from Joint Base Charleston, SC, to facilitate the B-29 static display. Key responsibilities include:

  • Providing the B-29 aircraft and necessary crew.
  • Displaying the aircraft on May 2 and May 3, 2026, between 10:00 AM and 4:00 PM EST.
  • Ensuring contractor personnel interact with the public, are available for photos, and answer questions during public hours.
  • Coordinating with Air Operations, Air Boss, and Director of Ramp Operations regarding aircraft requirements (fuel, ground support) and necessary event information (pilot certificate, ICAS).
  • Coordinating with JB CHS Public Affairs to update the Charleston Airshow website with display aircraft details.
  • Notifying the requirement owner and Contracting Officer of any events affecting the Airshow.

Evaluation & Submission

Award will be made on a Lowest-Priced, Technically Acceptable (LPTA) basis. The government will also provide up to four (4) hotel rooms from April 30 to May 4, 2026, and up to two (2) rental cars for the duration of the Airshow. Contractor personnel must submit a list by April 1, 2026, for base access coordination. Bidders must review the provided Wage Determination (Attachment 02) for labor cost compliance and the Landing Permit Application Instructions (Attachment 04) and DD Form 2402 (Attachment 05) for civil aircraft operation requirements at military facilities.
