• Provision of portable toilets and hand-washing stations.

• The number of units required will range from 2 to 6, depending on staffing levels.

• A minimum of 2 portable toilets and 1 hand-washing station are required throughout the specified Period of Performance.

• Services are to be performed at the Mesquite Nevada Municipal Airport.

• The contract will be a single firm-fixed-price contract.

• Size Standard: $9 Million

• This is a 100% set-aside for Small Business.

• Estimated: May 22nd, 2026, until the base closes (could be mid-August or end of October 2026).

• Specific dates: 05/22/2026 to 10/30/2026.

• Questions Due: March 3, 2026, by 1300 PT.

• Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) process.

• Quotes must be submitted in two parts: Technical Proposal and Price (SF1449 and Bid Schedule).

• Technical proposals should include the legal name of any subcontractors and confirmation of 24-hour turnaround capability for additional units/services.

• 100% Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilets and handwash stations to support staffing needs at the Mesquite SEAT Base during the fire season.

• Provide a range of 2 to 6 portable toilets and 1 to 3 handwash stations.

• A minimum of one ADA-compliant portable toilet is required.

• Service includes pumping, sanitary paper supply, soap, and paper towels.

• Units must be staked down due to proximity to aircraft.

• Proper disinfecting of units during cleaning.

• Pumping service required at a minimum of once per week per unit.

• Pumping service may be required up to three times per week based on fire activity and staffing levels, with 24-hour notice.

• Dates: May 22nd until the base closes (mid-August to end of October, depending on weather and fire season).

• Location: Mesquite Municipal Airport, SEAT Base, 1200 Kitty Hawk Dr. Mesquite, NV 89027.

• Vendor must supply sanitary paper, soap, and paper towels.

• Units must be staked down.
