The primary requirement is the supply of approximately 8 miles of barbed wire fencing materials. Specific items include:

• T Posts (6ft x 1.33in)

• Barbed Wire (12.5 ga, 4pt, 1,320 ft/roll)

• Smooth Wire (12.5 ga, 4,000 ft/roll)

• Wire Stays (42 in, 9ga)

• Period of Performance: 06/26/2026 to 08/21/2026

• NAICS Code: 331110 (Iron and Steel Mills) with a size standard of 1,500 employees.

• Quotes Due: June 12, 2026, by 12:00 PM (MDT) via email to Rachel Henriques.

• Evaluation: The document references Attachment 1 (Statement of Work) for specifications, delivery date, and location, and Attachment 3 for applicable FAR clauses and provisions. The method of solicitation is a Request for Quote (RFQ).

• This solicitation is a 100% Total Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM) at the time of quote submission and award.

• The solicitation incorporates FAR clauses and provisions listed in Attachment 3. These are incorporated into the solicitation but will not be incorporated into the contract award.

Offerors must submit:

• A Technical Statement detailing the type and quantity of materials and a consistent delivery date.

• Two references for similar deliveries completed within the last three years.

• An itemized quote including type, quantity, price per item, and total price with all materials and delivery fees.

• Contract Type: Firm Fixed Price

• Award Basis: Best Value determination based on evaluation factors.

• Quotes Due: June 17, 2026, by 12:00 PM MDT, submitted electronically to rhenriques@ios.doi.gov.

Evaluation Factors:

1. Schedule: Acceptable (delivery within 4-8 weeks of award date of June 26, 2026) or Unacceptable.
2. Materials: Acceptable (materials meet Specifications) or Unacceptable.
3. Past Performance: Rated based on submitted references and other relevant information. Recent (within three years) and relevant past performance will be considered. A Neutral Confidence rating may be assigned if no identifiable or sufficient performance record exists. High and Some Confidence ratings rank higher than Neutral Confidence.
4. Total Price: Evaluated for reasonableness per FAR 12.204(a).

• Total Small Business Set-aside.

• Offerors must be deemed a responsible prospective contractor IAW FAR 9.1.

• The acquisition is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12.

• Incomplete packages may be considered nonresponsive.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for procuring barbed wire fencing materials for the San Pedro Riparian National Conservation Area (SPRNCA), Las Cienegas National Conservation Area (LCNCA), Ironwood Forest National Monument (IFNM), and other areas managed by the Tucson Field Office (TFO). The purpose is to support the Bureau of Land Management's (BLM) mandate to protect and enhance resources in riparian areas, addressing issues such as aging fences, damage from high flow events, and unauthorized cattle access.

Procurement of the following fencing materials:

• T Posts (6ft x 1.33in., green w/wht or tan tops): 3,000 units

• Barbed Wire (12.5 ga, 4pt, 1,320 ft/roll or spool): 175 rolls/spools

• Smooth Wire (12.5 ga, 4,000ft/roll or spool): 20 rolls/spools

• Wire Stays (42 in 9ga): 2,100 units

• Deliver Date: 4-8 weeks from Anticipated Award Date (AAD) of June 26, 2026.

• Delivery Location: Carr Barn Yard, approximately 1 mile south of the SPRNCA Area Administrative Office/USFS Sierra Vista Ranger District Office.

• No loading/unloading dock is available at the delivery yard.

• A forklift and operator will be available on-site for unloading.

• The delivery site coordinates are: 31.450592N 110.249805W.

• Notify the Tucson Field Office by phone a minimum of 3 business days prior to delivery.
