Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for harrowing and drill seeding of rangeland areas to re-establish vegetation.

• Two Units: The work involves two adjacent units: Lower Red Rock Flat (2,022 acres) and Northeast Sheep Mountain (1,026 acres).

• Lower Red Rock Flat Unit: Requires only drill seeding.

• Northeast Sheep Mountain Unit: Requires dixie harrowing followed by drill seeding.

• Work must be completed in accordance with specifications.

• Areas must be harrowed and seeded using specified equipment and seed types.

• Contractor must maintain a daily log of seed pickup and loading.

• Seeding must not commence under conditions that prevent proper soil cover (e.g., snow, frozen ground, excessive moisture).

• Reseeding may be required at the contractor's expense if areas are improperly seeded.

• Location: Cassia County, Idaho. Specific locations are south/southwest of Malta, Idaho.

• Government-Furnished Equipment: Six rangeland drills, one 15-foot dixie harrow (additional available).

• Contractor-Furnished Equipment: Two tractors to pull harrows and drills, skilled operators, fuel, oil, lubricants, and necessary repair equipment (including welding outfit and miscellaneous iron).

• Government-Furnished Seed: Seed will be delivered to the units by the Government and stored in a Government-furnished trailer.

• Marking: Government will provide flagging or GPS shapefiles for areas. Contractor must protect markers.

• Environmental Protection: Avoid areas flagged for preservation of historical, archaeological, or wilderness resources. Avoid dragging harrows across roads; crossing points must be coordinated.

• Equipment Operation: Harrowing and seeding speed not to exceed 3 mph during operation (unless authorized). Towed seeding equipment must be out of gear with disc arms raised. Towed speed not to exceed 15 mph.

• Work Hours: Harrowing and seeding operations permitted only during daylight hours.

• Completion: Government-furnished equipment to be left in good working condition at a designated location. Spare parts to be delivered to BLM warehouse.
