This is a combined synopsis/solicitation for commercial items for cleaning services on the Natchez Trace Parkway. The National Park Service, Contracting Operations East, is procuring supplies, labor, safety equipment, transportation, and supervision to thoroughly clean eleven (11) restrooms, thirteen (13) picnic areas, two (2) pullouts with garbage cans, and one (1) pavilion.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide cleaning services for restrooms, picnic areas, pullouts, and a pavilion within the Cherokee, Meriwether Lewis, and Leipers Fork Districts of the Natchez Trace Parkway for the 2026/2027 period.

• Facilities to be Cleaned:

  • Eleven (11) restrooms
  • Thirteen (13) picnic areas
  • Two (2) pullouts with garbage cans
  • One (1) pavilion

• Specific Locations: Includes sites at mile markers (MM) ranging from 300.8 to 427.3, including Garrison Creek, Gordon House, Jackson Falls, Education Center-Campground-Little Swan, Jacks Branch, Glenrock, Sunken Trace, Holly, Cypress Creek, Rock Springs, Lauderdale Park, Colbert Ferry, Freedom Hills Overlook, Bear Creek Park, and Hershal Nix.

• Tasks: Thorough cleaning of all specified facilities, including restrooms (toilets, urinals, sinks, floors, other surfaces), emptying trash cans (inside and outside), and removing litter from parking areas and sidewalks.

• Period: One year (52 weeks), covering the 2026/2027 period.

• Frequency: Once per weekend and on observed Federal Holidays.

• Work Hours: Saturday 3:00 pm to Sunday 9:00 am for weekend services.

• Supplies & Equipment: Contractor must furnish all necessary supplies, labor, safety equipment, transportation, and supervision. This includes cleaning solutions, mops, bags, safety equipment, and vehicles for trash hauling.

• Conduct: Contractor and employees must treat visitors and NPS employees with courtesy and respect.

• Safety: Contractor must provide personal safety equipment and adhere to Safety Data Sheets (SDS) for all cleaning products. Latex gloves or equivalent are required.

• Key Control: Contractor will be issued keys for comfort stations and trash cans and is responsible for their use and return.

• Warning Signs: Contractor shall post "wet floor" signs during cleaning operations.

• Contractor Performance Evaluation: Services are subject to inspection and approval by the Contracting Officer. Deficiencies may require reperformance or a reduction in contract price.

• Bidding: Contractors must provide company information and pricing on a Bid Schedule, including price per weekend cleanup and holiday cleanup.
