Purpose & Overview

This Sources Sought Notice is for market research only and is not a solicitation. SSP aims to identify qualified firms with the capability to deliver a new, state-of-the-art production complex for strategic systems ingredients. The project involves the complete design, construction, and commissioning of a high-purity energetic material production complex, safely integrating hazardous and explosive chemical processes within a secure Government installation.

Scope of Work

The design-build contract will encompass:

  • Integrated Production Complex: Accommodating hazards like static discharge, friction, and impact.
  • Key Facilities: Including a Drying Operations Facility for large-scale rotary drying of solvent-based energetic materials, and a Grinding Operations Facility for remote operation of specialized jet milling systems. Both require advanced controls for static, vapor recovery, and dust explosion hazards.
  • Support Structures: Control building for remote monitoring, product catch tanks, interim storage, and inert material handling.
  • Site Infrastructure: ESQD-compliant layout, roads, utilities, security perimeters, specialized grounding, and lightning protection. The completed facility must achieve specified annual production throughput and material purity rates.

Key Contractor Requirements

Respondents must demonstrate prime-contractor capability and recent (within 7 years) and relevant experience in:

  • A&E Design for high-hazard industrial facilities.
  • Process Hazard Analysis (PHA) and Hazardous Location Engineering.
  • Specialized Construction of hazardous material facilities, particularly High-Explosive Facility Construction (Class 1.1).
  • Systems Integration (I&C, data acquisition, life-safety) and Commissioning (cold/inert and hot/live testing).
  • Adherence to DoD Explosive Safety Regulations and standards like UFC 1-300-09N, UFC 3-340-02, NAVSEA OP5, DOD 4145.26-M, NFPA 70 (NEC), and DoDM 5100.76. A SECRET facility clearance and a computing facility cleared to process SECRET data will be required.

Submission Details

Interested firms must submit a White Paper Capability Statement detailing minimum qualifications and experience, demonstrating recent and relevant prime contractor experience.
