• Design, construction, and maintenance of a large-scale snow sculpture.

• Comprehensive nighttime illumination system suitable for public viewing, photography, and video capture, including programmable features.

• Stage access and programming support for U.S. Government VVIP visits, including coordination and approval of proposed stage acts.

• Filming access for the U.S. Consulate and its contractors.

• Compliance with applicable safety standards, engineering requirements, and Sapporo Snow Festival guidelines.

• The contractor is responsible for all labor, materials, equipment, and technical systems.

• Contract type: Firm-fixed-price.

• Period of Performance: Starts May 10 and includes design coordination, site preparation, construction, festival display, and teardown.

• Pre-Quotation Conference and Site Visit: Wednesday, May 20, 2026, 2:00 PM - 4:00 PM JST at the U.S. Consulate General Sapporo. RSVP required by May 18, 2026, 12:00 PM JST.

• Questions Deadline: Tuesday, May 26, 2026, 12:00 PM JST, via email to IkedaTX@state.gov.

• Quotation Due Date: Monday, June 1, 2026, 12:00 PM JST.

• Submission Method: Electronic submission via email to IkedaTX@state.gov. Email size limit is 15MB per email.

• Evaluation Criteria: Award will be made to the lowest-priced, technically acceptable, responsible offeror. Technical proposals will be evaluated on a pass/fail basis. Past performance, design approach, illumination capability, project management, and maintenance/safety plans are key technical factors.

• U.S. firms are eligible for payment in U.S. dollars. Other firms will be paid in Japanese Yen.

• All U.S. Contractors must be registered in the System for Award Management (SAM) prior to submitting a quotation.

• The U.S. Embassy Tokyo is exempt from Japanese consumption taxes.

• Standard Form 1449 is the primary document for the solicitation.
