Statement of Objective (SOO)

To replace an existing, unsupportable 20-ton split air conditioning (A/C) system at JBSA Randolph Air Force Base with a modern, energy-efficient, and compliant system. The current system uses R-22 refrigerant, which is being phased out.

• Provide a complete, turn-key solution for replacing the existing A/C system.

• Purchase and deliver new equipment only.

• Equipment: A new outdoor condensing unit and a matching indoor air handler.

• Capacity: Nominal cooling capacity of 20 tons (approximately 240,000 BTU/h).

• Compliance: Equipment must be new, meet or exceed US DOE 2023 minimum efficiency standards, be rated per AHRI Standard 340/360, and use a low Global Warming Potential (GWP) refrigerant (e.g., R-454B).

• Electrical: System must operate on 208/230V, 3-Phase, 60Hz power.

• Outdoor Condensing Unit: Must feature dual scroll compressors, be designed for minimal structural modifications, and have forkable base rails.

• Indoor Air Handler: Must deliver a minimum airflow of 8,000 CFM, include a multi-row DX cooling coil, and a belt-driven fan system.

• Heating Capability: Must include an integrated or compatible electric heat kit with approximately 20 kW capacity.

• Submittals: Submit technical data sheets and performance data for government review prior to procurement.

• Documentation: Provide manufacturer's operating and maintenance manuals for the new system.

• Warranty: Provide manufacturer's standard commercial warranty, with a minimum one (1) year on all parts.

• Delivery: Equipment to be delivered to Randolph AFB, Texas 78150-2100.

This solicitation is for the purchase of a 20-ton split air conditioning system for Building 41 at JBSA Lackland, TX. The requirement is for FY26.

• One (1) 20-ton split air conditioning system.

• Delivery is FOB Destination.

• Period of Performance (POP) is 4 weeks after Notice to Proceed (NTP).

• Inspection and Acceptance will be at Destination.

• Evaluation will be based on Technical Acceptability and Price. Price will be determined if it is fair and reasonable.
