Statement of Work (SOW)

To furnish a new, fully assembled, and outfitted general-use vessel to support Monomoy National Wildlife Refuge operations. The vessel will be used for transporting personnel, equipment, and supplies to and from offshore islands in nearshore and coastal waters, including shallow flats and wave-exposed areas.

• Vessel Type: New, current production model, center console, outboard-powered vessel.

• Hull: 21 feet (± 6 inches) length, modified V-hull, 14-16 degrees deadrise at transom, 10-12 inches draft (up to 15 inches acceptable if meeting seaworthiness requirements). Solid fiberglass construction, no balsa/foam below waterline, reinforced hull, elevated bow freeboard, heavy-duty rub rail, and keel guard.

• Propulsion: One 150-horsepower 4-stroke outboard engine, approved for continuous-duty, with stainless steel propeller and hydraulic or mechanical controls.

• Capacity: Minimum 8 persons, fuel capacity not less than 90 gallons.

• Safety, Electrical, and Navigation: Wireless man-overboard engine cutoff, flush-mounted GPS/chartplotter (min 12-inch display) with depth sounder, marine radar, fixed-mount VHF radio, compass, horn, LED lighting, two marine-grade batteries, automatic bilge pump, self-bailing cockpit, and USCG-compliant flotation foam.

• Deck and Console: Center console with dry storage, stainless steel grab rails, leaning post with folding seat, recessed footrest, anchor locker, stainless steel cleats, hydraulic steering, T-top, trim tabs, jack plate, non-skid deck, bow and aft seating with removable cushions, under-seat storage, swim platform with ladder, removable windshield, and USB/12-volt charging ports.

• Trailer: Tandem-axle trailer sized and rated for vessel and gear, marine-grade aluminum construction, roller or bunk support, manual winch with safety chain, tongue jack, transom tie-downs, waterproof lighting, and hydraulic surge brakes.

• Vessel must be suitable for routine operation in 2-4 foot wind-driven seas with additional swell conditions.

• Approved vessel examples: Parker 210 Coastal, Parker 21SE, Grady White Fisherman 216, or approved equal.

• Delivery to Chatham, MA.

• Manufacturer must have minimum 20 years of fiberglass center-console vessel production experience.

• Demonstrated use in government, commercial, or law enforcement operations is required.

• Domestic manufacturing is required.

• Delivery includes builder's specification sheet, Hull Identification Number (HIN), and manufacturer warranty for hull and gelcoat.

This solicitation is a Request for Quote (RFQ) for the procurement of one (1) new 21-foot general-use boat, one (1) new outboard engine, and one (1) new boat trailer. The items are to be delivered to FWS Monomoy NWR.

• Period of Performance: 06/22/2026 to 12/22/2026.

• Offers must be submitted by 06/15/2026 at 1500 local time.

• Evaluation will be based on Past Performance and Price.

• Technical and past performance, when combined, are equal to price.

• This acquisition is UNRESTRICTED.

This document is Attachment 2, a Past or Present Performance Survey. It is designed to collect information from potential bidders regarding their experience on previous contracts, which will likely be used as part of the evaluation criteria for the associated opportunity.

Bidders must complete this survey accurately and thoroughly to provide evidence of their past performance. This information is critical for the government's evaluation of the bidder's capability and experience. Failure to provide complete information may negatively impact the evaluation.
