• Operator Requirement: No operator will be required for the lifts.
• CLIN 0001 (120-140 ft Boom Lift): The period of performance (PoP) is confirmed as February 28 – March 13 (14 consecutive rental days).
• CLIN 0002 (85-100 ft Boom Lift): The PoP is confirmed as March 14 – April 10 (28 consecutive rental days).
• Daily Utilization: The lift will be used throughout each day, with the team on site from 0700-1800, Monday-Saturday.
• Fuel Responsibility: The contractor/vendor is responsible for providing all fuel necessary for daily operation. The government will not provide any fuel.
• Estimated Fuel Usage: The equipment is expected to be utilized 8-10 hours per day for the duration of each PoP.

This document, "Attachment 2 - Clauses and Provisions," lists clauses and provisions incorporated by reference into a contract or solicitation. It serves as a reference for bidders to understand the legal and regulatory requirements that will apply to the contract.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure Boom Lift Rental services. The government is seeking quotes for two distinct rental periods.

• CLIN 0001: Boom Lift rental (36" x 96" Platform Size, Straight Boom; 120-140Ft. Platform Height, 66Ft. Horizontal Outreach). Period of Performance: February 28 – March 13 (14 days). Includes delivery, pickup, and fuel.

• CLIN 0002: Boom Lift rental (36" x 96" Platform Size, Straight Boom; 85-100Ft. Platform Height, 78Ft. Horizontal Outreach). Period of Performance: March 14 – April 10 (28 days). Includes delivery, pickup, and fuel.

• All requirements are detailed in Attachment 1 – Statement of Work.

• Contract Type: Firm Fixed Price (FFP).

• Estimated Value: $40M (Small Business Size Standard).

• Period of Performance: CLIN 0001: February 28 – March 13, 2026. CLIN 0002: March 14 – April 10, 2026.

• Delivery: FOB Destination by 02/27/2025 to Det 5, 22 SOPS/Guam Tracking Station Unit 14023, Northwest Field Andersen AFB APO, AP 96543.

• Response Date: 23 February 2026 at 11:00 A.M. Chamorro Standard Time (ChST).

• Submission Method: Electronic submission via email only to Simeon.Packer@us.af.mil and lauren_renee.reyes.2@us.af.mil.

• Evaluation: Award will be made to the responsible offeror whose offer conforms to the solicitation and represents the Best Value to the Government, considering technical acceptability and price. Offers must clearly meet all requirements to be considered "Technically Acceptable".

• Questions Deadline: 19 February 2026 by 11:00 A.M. ChST via email.

• Set-Aside: 100% Small Business Set-Aside.

• Requirement: All firms must be registered and active in the System for Award Management (SAM) database.

• This announcement constitutes the only solicitation.

• Offerors must include registered Unique Entity Identity, CAGE code, Tax ID, and small business status.

• Quotes are valid for 90 days.

• The Government reserves the right to conduct discussions if deemed necessary.

Statement of Work (SOW)

This Statement of Work outlines the requirements for providing boom lifts and associated services to Detachment 5, 22 SOPS at Andersen Air Force Base, Guam.

• Boom Lift 1: 36" x 96" Platform Size, Straight Boom, 120-140Ft. Platform Height, 66Ft. Horizontal Outreach. Period of Performance: February 28 – March 13 (14 days).

• Boom Lift 2: 36" x 96" Platform Size, Straight Boom, 85-100Ft. Platform Height, 78Ft. Horizontal Outreach. Period of Performance: March 14 – April 10 (28 days).

• The contractor must provide transportation for the boom lifts to and from the Det 5 parking lot.

• Replacement boom lifts must be provided within 2 business days if a unit becomes inoperable.

• The contractor will deliver fuel on-site to ensure uninterrupted operations.

• Replacement boom lifts must be provided no later than 2 business days after a unit becomes inoperable.

• Contractor POC must respond on-site within 1 hour during normal duty hours and within 2 hours during non-duty hours.

• Location: Det 5, 22 SOPS Parking Lot, Northwest Field, Andersen Air Force Base, Guam.

• Periods: February 28 – March 13 (14 days) for the first boom lift, and March 14 – April 10 (28 days) for the second boom lift.

• Liability: Contractor is liable for damages resulting from carelessness or failure to follow safety, installation, engineering, or maintenance procedures.

• Government Furnished Services: Government will provide emergency medical transportation and treatment; contractor will reimburse the government.

• Hours of Operation: 0700 to 1600, Monday through Friday, excluding holidays.

• Security: Contractor must ensure employees obtain required pass and identification items, comply with base traffic laws (including seatbelt use and speed limits), and are prohibited from possessing weapons, firearms, or ammunition on base. Contractor must comply with DoD 5400.7-R for FOUO material and report security threats. Contractor is responsible for safeguarding government property and controlled forms. Entry into Controlled/Restricted areas requires specific authorization and potentially a NACI investigation.

• Military Exercises: No compensation will be claimed for delays resulting from re-entry procedures due to exercises.
