This solicitation is for the procurement of a 23-passenger electric tram cart for Tinker Air Force Base, Oklahoma. The Air Force Sustainment Center's Maintenance Contracting Branch intends to award a Firm Fixed Price (FFP) contract. This is a combined synopsis/solicitation for commercial items, and no written solicitation will be issued separately.

The primary deliverable is a 23-passenger electric tram cart with the following specifications:

• Passenger Capacity: 23, plus driver

• Maximum Speed: 15 mph

• Range: 75 miles

• Onboard Charger: Operates on 110V or 220V input

• Radio/CD/PA system with microphone and speakers

• Power Steering

• Disc Brakes

• Forward/Reverse Transmission Switch

• Comprehensive Gauge Cluster (state of charge, speedometer, odometer, voltmeter, ammeter, light indicators)

• Glass windshield with wiper

• Reverse Alarm and Driver's Horn

• Full Light Package (headlights, tail-lights, turn signals, side markers, front fog lights)

• Rear & Side View Mirrors

• Cushioned Passenger Seats

• Dome Lighting

• Non-Slip Black Rubber Flooring

• Aluminum Wheel Covers

• Contract Type: Firm Fixed Price (FFP)

• Previous solicitation (FA813226Q0017) was cancelled and has changed.

• Quotes are due by Thursday, March 12th, 2026, at 7 AM Central Daylight Time (CDT). This deadline will not be extended.

• Quotes must be submitted via email to Kylie McMichael and Marc Kreienbrink.

• Late quotes will not be considered.

• Quotes must be good for at least 90 days.

• Award will be based on the lowest total price.

• The government will also review terms & conditions, technical merit, contractor responsibility, and other non-price factors.

• The government reserves the right to request more information or conduct interchanges.

• This acquisition is a 100% Small Business Set-aside.

• Offerors must be registered in the System for Award Management (SAM) prior to quoting.

• Offerors must submit a new quote, even if one was previously submitted.

• Provide item specifications/technical information to demonstrate compliance.

• Shipping is FOB Destination only (Tinker AFB, OK 73145). Shipping charges must be included in the quoted price.

• Payment terms are Net 30 by default. Invoices must be submitted via Wide Area Workflow (WAWF).
