This Request for Quotation (RFQ) is for catered meals to support the 231 QM PLT during their upcoming annual training. The training is scheduled from April 20, 2026, to May 2, 2026, and will be held at Camp Dodge, Des Moines, IA. • The Government intends to award a Firm-Fixed Price Purchase Order.

• Quotes must be submitted by 9:00 AM CST on Friday, April 10, 2026.

• Evaluation factors will include technical acceptability and price.

• Past performance may be considered as part of the technical acceptability evaluation.

• A copy of the quote must be included with the reply.

• This requirement is set aside for small businesses.

• Offerors must be under NAICS code 722320 or similar.

• Offerors must be registered in the System for Award Management (SAM).

• Invoices must be submitted through the Wide Area Workflow (WAWF) system.

• The Government reserves the right to make no award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide catered meals and food services to North Dakota Army National Guard Soldiers during a training exercise.

• Provide all labor, materials, and transportation necessary for catered meals.

• Services to be provided at Camp Dodge, Des Moines, IA.

• Specific meal times and dates are outlined, primarily focusing on breakfast and dinner.

• Period of Performance: April 20, 2026 – May 2, 2026.

• Place of Performance: Camp Dodge, Des Moines, IA.

• Meals must meet specific content requirements for breakfast, lunch, and dinner (e.g., meat, starch, fruit, dairy options).

• Contractor must provide dinnerware, remove trash, and clean serving areas.

• Menus must be proposed and approved by the Contracting Officer.

• Actual meal counts may vary by +/- 10%, with 24-hour notice for changes.

• Contractor employees must comply with all installation access and security regulations, including background checks and Awareness Training (AT) Level 1.

• No telework is permitted for this requirement.

• Contractor must provide a proposed menu with their offer.

• Government will furnish workspace, meal prep areas, and limited use of kitchen equipment (refrigerator, freezer, oven for warming only; no cooking of raw food).

• Contractor must provide all other necessary property, materials, and equipment.

• Contractor employees must identify themselves as contractors and wear appropriate identification badges.

• Adherence to a zero-tolerance policy regarding trafficking in persons is required.

• Recognized US holidays are excluded from service days.

This is a combined synopsis/solicitation for NDARNG 231 QM PLT AT SUB for delivery to Camp Dodge, Des Moines, IA. The requirement is prepared in accordance with FAR subpart 12.6 and constitutes the only solicitation. Quotes are being requested, and a written solicitation will not be issued. The solicitation number is W901UZ26Q4916.

• A Performance Work Statement (PWS) with requirements is attached.

• The Government will award a Firm-Fixed Price Purchase Order.

• The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government.

• Past performance may be considered as part of the technical acceptability evaluation and will be evaluated on a pass/fail basis.

• All offerors must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF). Lack of registration in SAM will make an offeror ineligible for award.
