This solicitation is for a customized EMS Utility Vehicle for the Salem VA HealthCare System, located in Salem, VA. The Department of Veterans Affairs, Network Contracting Office 6, is issuing this request.

• One (1) Customized EMS Utility Vehicle (4-passenger, forward-facing).

• EMS Conversion package including a stretcher deck, stretcher lock-down, storage box, captain chair seating, and optional PA/Siren package.

• Lithium Battery and Charger.

• Back Board Holder.

• The vehicle must meet specific technical specifications including speed (up to 20 MPH), range (up to 50 miles), climb capability (20% grade), electric motor (5KW), battery type (QTY 8 CR-235), controller (Curtis 1236E), and a maximum load of 1,000 lbs.

• Standard features include lights, mirrors, windshield wiper, parking brake, charging unit, turn signals, horn, toughened glass windshield, 10-inch tires, and rack & pinion steering.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base period, with TBD start and end dates.

• NAICS Code: 336320 - Motor Vehicle Electrical and Electronic Equipment Manufacturing.

• Size Standard: 1000 Employees.

• Quotes must be submitted via email to Yanique.williamschin@va.gov by June 4, 2026, 12:00 PM EST.

• Quotes must be on company letterhead with a breakdown of pricing.

• Offerors must provide authorized distributor documentation if not the manufacturer.

• Award will be made to the lowest priced offer that meets or exceeds technical acceptability.

• Questions regarding the solicitation are due by May 2, 2026, 11:00 am EST via email.

• This acquisition is a Small Business Set-Aside.

• Offerors must be registered and current in the System for Award Management (SAM.gov).

• Delivery is FOB Destination to Salem VA Medical Center, Pharmacy Department.
