This is a Sources Sought Notice (SSN) to gather information on potential sources for eco-friendly small electric vehicles, specifically Brand Name or Equal to GEM e4, for the VA Long Beach Healthcare System. The Department of Veterans Affairs (VA), Network Contracting Office 22 (NCO 22) is conducting market research to determine if a set-aside for Veteran Owned Small Businesses or Small Businesses is appropriate. A determination to compete this action is solely at the Government's discretion.

• The primary requirement is for a Brand Name or Equal to GEM e4 small electric vehicle.

• Reference to attached draft SOW and salient characteristics for detailed requirements.

• No gray market items will be accepted; vendors must be an OEM authorized dealer, distributor, or reseller, verified by authorization documentation.

• Interested sources must submit requested information, including business size classification, capabilities statement demonstrating ability to meet draft salient characteristics/SOW, manufacturer/distributor authorization, and information on potential distributors if a large business.

• Specific questions regarding compliance with limitations on subcontracting, Non-Manufacturer Rule, Buy American Act, and existing Federal Supply Schedule (FSS) contracts are requested.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure one (1) new, fully assembled GEM e4 4-Passenger On-Road Low Speed Electric Vehicle (LSV) for the VHA Long Beach Healthcare System.

• Provide a new GEM e4 4-Passenger On-Road Low Speed Electric Vehicle.

• Vehicle must be street-legal and compliant with Federal Motor Vehicle Safety Standards (FMVSS) No. 500.

• Vehicle must have a maximum speed of 25-35 mph.

• All specified accessories and options must be included.

• Base Vehicle: GEM e4 4-Passenger On-Road Low Speed Electric Vehicle.

• Body & Exterior: White body panels, white doors, panoramic sky roof, rugged front and rear bumper package, standard LED headlights, and street DOT tires with diamond tread on 16" wheels.

• Powertrain & Charging: 6.5 kW motor, 16 kW Li-Ion battery, and a 4.4 kW fast charger.

• Safety & Utility Features: Front and rear windshield defrost with washer, regular solar panel with beacon light, GEM S-Box with sides and bed, and driver/passenger sun visors.

• Interior & Controls: 4-passenger standard black performance seats, standard fixed steering, standard dash, and no lower cab accent light.

• Delivery Location: VHA Long Beach Healthcare System, 5901 East 7th Street, Long Beach, CA 90822.

• FOB: Building 149, Loading Dock. Freight and delivery costs are included in the contract price.
