This document is the "Buy American Certificate" provision (FAR 52.225-2, OCT 2022). It requires offerors to certify the origin of end products and their components to comply with the Buy American Act.

• Domestic vs. Foreign End Products: Offerors must identify which end products are domestic and which are foreign.
• Critical Components: For domestic end products, offerors must indicate if they contain a critical component.
• Domestic Content Percentage: For foreign end products (excluding those made of iron/steel or COTS items), offerors must state if they exceed 55% domestic content. If unknown, select 'no'.
• Line Item Listing: Specific line item numbers must be listed for:
  • Foreign end products.
  • Domestic end products containing a critical component.
• Definitions: Key terms like 'COTS item,' 'critical component,' 'domestic end product,' 'end product,' and 'foreign end product' are defined in the "Buy American—Supplies" clause.

Bidders must carefully complete this certificate to ensure their offer complies with the Buy American Act. Failure to properly identify the origin and domestic content of products may impact offer evaluation. The government will evaluate offers based on the policies in FAR Part 25.

This document provides detailed specifications for an Electric Vehicle (EV) Utility Van. It is intended to inform potential bidders about the physical and performance characteristics of the vehicle being procured.

• Performance: Max Range (30mi or 55mi optional), Max Speed (25mph), GVWR (3000lbs).
• Dimensions: Ground Clearance (8.5"), LxWxH (155" x 62.5" x 72"), Wheel Base (103").
• Cargo Area: Usable space (67" x 59"), Deck height from ground (32").
• Weight: Base weight with Lead Acid Battery (2340lbs) and optional Lithium Battery (1965-2140 lbs).
• Powertrain: 35hp AC Motor, Curtis Controller, Battery options (Lead Acid or Lithium-ion 72VDC 110-200 AH), Recharge times (7-8 hrs for Lead Acid, 3.5 hrs or 1.6 hrs optional for Lithium).
• Chassis & Body: Riveted Aluminum Uni-body frame, Fiberglass/Molded Composite body, Two-passenger seating, Under Seat Storage, Console with Central Controls, Tilt Steering.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Electric Utility Vans for the Department of Veterans Affairs (VA) Hampton VAHCS. The purpose is to provide the Engineering team with vehicles to transport personnel and materials for campus projects and work order fulfillment.

• Six (6) Electric Utility Vans.

• Specific physical characteristics required include: Full Doors, High/Low LED Headlights, Turn Signals, Brake Lights, Side Reflectors, Automotive Horn, Solid Roof, full paneled sides, Safety Glass Windshield, Windshield Wiper, Rearview & Side Mirrors, Steel Bumpers, Three-point Safety Belts, Speedometer, Battery Discharge Indicator, Back up Camera, Cup Holders, 12V Power Source, Dome light, Digital Dash Display, On Board Charger, Battery Filling System w/ low water level Indicator, and a Ladder rack.

• Functional and performance characteristics include: Transporting personnel and equipment to local job sites.

• Standard manufacturer industry warranty term is required; extended warranties are not accepted.

• Delivery is required after receipt of the purchase order to Hampton VAHCS, 100 Emancipation Dr, Bldg. 27 (Warehouse), Hampton, VA 23667.

• The solicitation also includes line items for associated components such as a Full Length Aluminum Topper, DC Heater, Wiper Arm Kit, Dash Kit, White Steel Wheels, Front License Plate Mount, Lithium Battery System, Standard Inlet, and Heavy Duty Ladder Rack.

• Contract Type: Firm-Fixed-Price (FFP).

• Delivery Schedule: All items to be delivered after receipt of purchase order.

• Quotes must be submitted via email to Kenneca.Crump@va.gov by March 19, 2026, 9:00 AM EST.

• Quotes must include the signed SF 1449, a separate quote breakdown, and Offeror Representations and Certifications.

• Evaluation will be based on Price, Past Performance, and Technical Acceptability.

• Award will be made to the lowest priced offer that meets and/or exceeds technical acceptability.

• Technical questions must be submitted in writing via email by March 17, 2026, 9:00 AM EST.

• This acquisition is a Small Business Set-Aside.

• Offerors must be registered and current in the System for Award Management (SAM).

• A Buy American Certificate and authorized distributor documentation must be provided.

• Attachments referenced include "EV Specs" and "Buy American Certificate."
