This solicitation is for the procurement of commercial truck trailers, including delivery. The acquisition is unrestricted and set aside for small businesses. The North American Industry Classification System (NAICS) code is 336212, with a size standard of 1000 employees. The Department of Veterans Affairs, Veterans Benefits Administration, Acquisition Directorate, is issuing this solicitation.

• Commercial Truck Trailers, as detailed in the Equipment List (Section D.1).

• Substitutions for specified brand-name items require sufficient documentation to prove equal or better function and quality.

• Quoted items must clearly identify the Manufacturer and Model, including all accessories per trailer.

• Country of Manufacture must be denoted for all quoted items.

• Estimated Delivery Date (EDD) must be provided in the format of # Days After Receipt of Order (ARO).

• Contract Period: Base Period estimated from July 7, 2026, to September 8, 2026.

• Payment will be made via Electronic Funds Transfer (EFT).

• Invoices are to be submitted upon receipt and acceptance of all items.

• Offers are due by June 22, 2026, at 5:00 PM EDT.

• Questions regarding the solicitation are due by June 11, 2026, at 5:00 PM EDT and must be submitted in writing via email.

• Offers must include a signed solicitation document (SF 1449).

• Evaluation will be based on Price and Technical factors, which are equally important.

• Technical evaluation is pass/fail, based on minimum acceptability standards.

• Price will be evaluated for reasonableness.

• Only offers quoting all items on the attached Equipment List will be considered.

• This acquisition is unrestricted but has a set-aside for small businesses.

• It is specifically designated for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under VAAR 852.219-73.

• Offerors must be certified and listed in the SBA certification database at the time of offer and award.

• Limitations on subcontracting apply: no more than 50% of the contract performance amount (excluding materials) can be paid to firms that are not certified SDVOSBs.

• An SBA NMR Class Waiver is active for NAICS code 336212 (Truck Trailer Manufacturing).

• FAR Provision 52.225-2 (Buy American Certificate) must be considered and completed. Leaving it blank implies all offered items are domestic end products.
