Scope of Work
This MATOC will provide a full spectrum of design disciplines and services for Civil Works Projects within the South Pacific Division (SPD), including engineering during construction and horizontal projects with incidental vertical design, such as Hazardous, Toxic, and Radioactive Wastes (HTRW) projects. Task orders may encompass:
- Interdisciplinary design for new or remediation of existing structures (dams, levees, bridges, pump stations).
- Feasibility level design, plans, and specifications.
- Engineering support during construction.
- Engineering Reports (DDR, BOD, ECIFP, O&M).
- Data analysis and modeling (materials, seismicity, hydrology).
- Investigations, data collection, and testing (surveying, drilling, geophysics).
- Data Management, alternatives analysis, infrastructure inspections, and risk assessments.
- Project supporting efforts including environmental, wetland, wildlife, habitat, and historical assessments. All technical aspects must comply with U.S. national codes, DoD, and USACE Engineering Regulations. Required software includes CADD, GIS, OGC, MII-MCACES, and DrChecks.

Eligibility & Set-Aside
This is an unrestricted acquisition with a Small Business Reserve. Large A-E Firms must demonstrate credible plans to meet small business subcontracting goals, with a minimum of 40% of the subcontract amount allocated to small businesses, including specific goals for SDB, WOSB, and SDVOSB.
