Submission & Evaluation

• Submission Method: Electronic submission of quotes is available through SAM.gov, but a signed and completed solicitation must be submitted via email to Lindsey.Hathaway@dla.mil.
• Evaluation Criteria: Proposals will be evaluated based on technical acceptability, price, and past performance. Technical acceptability requires meeting specifications, delivery requirements, and other terms. Past performance will be assessed using the Supplier Performance Risk System (SPRS) and other sources.
• Award: The government reserves the right to make a single award.
• Payment: Will be made via Wide Area Work Flow (WAWF).

Key Requirements & Notes

• NIST SP 800-171: Contractors are required to implement NIST SP 800-171 and have a current assessment (not more than 3 years old) as detailed in DFARS 252.204-7019, unless items are deemed Commercial Off The Shelf (COTS). COTS items are exempt, but must be identified to the contracting officer.
• SAM Registration: Offerors must be registered in the System for Award Management (SAM).
• Base Access: Contractors must obtain a Defense Biometric Identification System (DBIDS) credential for base access. All deliveries must pass through the base Truck Inspection Station.
• Solicitation Completion: Bidders must provide contractor information (CAGE code, POC), quote details, manufacturer information (name, address, country), lead time/delivery date, and check applicable boxes in Sections K (52.204-24 (d)(1) and (2), 52.209-11 (b)(1) and (2)). The solicitation must be signed (boxes 30 a, b, and c) and returned.
