Brand Name Bobcat Toolcat Utility Work Machine and Attachments
1. Background
The Kansas City VA Medical Center (KCVAMC) Grounds Department in Kansas City, Missouri requires a long term, cost effective solution to perform grounds maintenance duties that demand industrial grade equipment. Existing equipment cannot efficiently or safely accomplish certain heavy workloads, resulting in higher costs for rentals, leases, or contracted services. The facility previously operated a Bobcat Toolcat and still owns multiple Bobcat Toolcat compatible attachments that can only be used on a Bobcat Toolcat platform; the prior Toolcat was turned in due to age and repair costs. Procuring a new Bobcat Toolcat will restore capability, allow reuse of existing attachments, and reduce reliance on external rental and contract services over the long term.
2. Scope
This procurement is for a brand name Bobcat Toolcat Utility Work Machine and Bobcat attachments, ordered via the applicable GSA Schedule contract. The new Bobcat Toolcat must be fully compatible with the facility s existing Bobcat Toolcat style attachments to permit interchangeability and maximize the use of Government owned equipment. The requirement includes all incidental services necessary to deliver a complete, usable solution, including delivery, installation/assembly, warranty coverage, initial operator/maintenance training, and required manuals and documentation.
3. General Requirements
The contractor shall be the manufacturer or an authorized distributor/dealer of Bobcat equipment.
All equipment shall be new, current production; refurbished, used, demonstrator, returned, or gray market items are not acceptable.
The contractor shall deliver, install (as applicable), and make the Bobcat Toolcat and all attachments fully operational at KCVAMC.
The contractor shall provide initial on site training at no additional cost for KCVAMC Grounds Department staff on safe operation, basic service, and routine maintenance of the machine and attachments.
The contractor shall ensure that a licensed and certified Bobcat dealer/service facility is available within 50 miles of KCVAMC to provide parts, warranty support, and repair services, and shall be able to service/repair what they sell without shipping the unit beyond 50 miles.

The requirement is divided into the following parts:

5. Part A Bobcat Toolcat Utility Work Machine (Brand Name Bobcat)
The contractor shall provide one (1)Â Bobcat Toolcat Utility Work Machine, configured to be compatible with existing KCVAMC Bobcat Toolcat style attachments and equipped at a minimum with the following factory features/options.

These features/options (Deluxe Road Package, Interior Trim, Power Bob Tach, Attachment Control, Engine Block Heater, Heavy Duty Battery, High Flow Package, Radio Option, Rear View Camera, and Traction Control) are mandatory and shall be included in the unit configuration.
6. Part B Bobcat Toolcat Attachments and Associated Services (Brand Name Bobcat)
The contractor shall provide the following Bobcat brand attachments and services compatible with the Bobcat Toolcat Utility Work Machine:

Warranty and support:
Two year extended or 2,000 hour full warranty (whichever comes first) on tractor and loader, for a total of four (4) years or 4,000 hours of full warranty coverage.
Delivery and installation/assembly of all equipment at the KCVAMC campus.
Complete parts manual for the Bobcat Toolcat Utility Work Machine and for each attachment.
7. Delivery and Installation

The contractor shall coordinate delivery and installation with the KCVAMC point of contact (POC) at least 14 business days in advance.
After installation, the contractor shall verify proper operation and complete any required setup or calibration so the equipment is ready for use.
8. Training
The contractor shall provide on site training at no additional cost for KCVAMC Grounds Department staff.
Training shall cover:
Safe operation of the Bobcat Toolcat and each attachment
Routine inspection and preventive maintenance
Basic troubleshooting and when to contact the authorized service dealer
Training materials (e.g., manuals, quick reference guides) shall be provided in English and left on site for Government use.
9. Inspection and Acceptance
Government acceptance will occur after:
Delivery and installation of the Toolcat and all specified attachments;
Successful demonstration that the equipment operates in accordance with Bobcat manufacturer specifications; and
Completion of required training.
Any deficiencies identified during inspection shall be corrected by the contractor at no additional cost to the Government prior to final acceptance
