Statement of Work (SOW)

To provide non-personal services for the U.S. Navy Submarine Emergency Diesel Generator (EDG) Global Repair Services. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) requires support for its Submarine Diesel Readiness & Sustainment Program due to high failure rates of Fairbanks Morse Opposed Piston (FMOP) engines.

This SOW covers services to be performed via Task Orders (TOs) for Original Equipment Manufacturer (OEM) services on U.S. Navy Submarine EDG diesel engines and support systems. Key activities include:

• Shipboard and in-shop maintenance and repair.
• Emergent technical support.
• Engine overhaul, refurbishment, and renewal.
• Major repairs to engines, generators, and support systems (e.g., crankshaft replacement, power assembly replacement, block repairs).
• Lube oil system flushes.
• Lifecycle maintenance (LCM).
• Addressing manufacturing phase-outs, diminishing sources, and obsolete materials.

Applicable ship classes and EDG types include:

• SSBN/SSGN 726 Class EDG (720 RPM, 1200/1300 eKW)
• SSN 688 Class EDG (720 RPM, 800/850 eKW)
• SSN 21 Class EDG (900 RPM, 1000/1065 eKW)

Deliverables include Contract Status Reports, Travel Reports, Project Planning Charts, Technical Reports, and Government Furnished Property (GFP) Inventory Reports. All work products must be accurate, clear, consistent with requirements, editable (unless otherwise agreed), and timely. Acceptance is by Government Subject Matter Expert (SME).

Performance will primarily occur at contractor facilities (estimated 10%) and shipboard/submarine repair facilities (estimated 90%) within the continental United States (CONUS) and outside the continental United States (OCONUS). Travel to various CONUS and OCONUS locations is anticipated.

• Government/Contractor Relationship: Services are non-personal; no employer-employee relationship is created. Contractor personnel must identify themselves as such.
• Security: Requires personnel with favorable adjudicated Tier 3 investigations and SECRET security clearances for access to classified information up to the SECRET level. Compliance with NISPOM and OPSEC requirements is mandatory. Specific training is required.
• Personnel: Contractor must employ trained, qualified, and U.S. citizen personnel with appropriate security clearances and adjudications.
• Government Furnished Property (GFP): Contractor must manage and report GFP in accordance with FAR Part 45 and DFARS Part 245.
• Purchases: Items valued over $15,000 require Contracting Officer approval. Counterfeit material prevention measures are required for non-electronic materiel.

Sources Sought Notice

This notice seeks information from interested businesses regarding their capability to provide Submarine Emergency Diesel Generator (EDG) Repair Services. The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) anticipates a sole source requirement for these services, primarily to be performed at Original Equipment Manufacturer (OEM) contractor facilities.

• The services involve Submarine EDG Repair.

• A DRAFT Statement of Work (SOW) is attached, detailing the specific requirements.

• Personnel security clearance of Secret is required.

• Anticipated Contract Type: Firm-Fixed-Price Basic Ordering Agreement.

• Anticipated Period of Performance: 36 months from award.

• Anticipated RFP Issuance: January 2026.

• Interested businesses must submit a Capability Statement (max 10 pages).

• The Capability Statement should address:

  • Ability to manage the tasking as prime contractor.
  • Technical ability (or approach) to perform at least 50% of the cost with own employees.
  • Capacity (or approach) to conduct the SOW requirements (e.g., magnitude, equipment, facilities, staff).

• Evidence of a Fairbanks Morse Defense Authorized Service Provider certificate is required to demonstrate technical capability.

• Interested businesses must identify their small business socio-economic categories, if applicable.

• Capability Statements are due by 04 December 2025.
