Statement of Work (SOW)

To provide Production Logistics Services for the US Embassy Mexico City's Independence Day Celebration on July 30, 2026.

• Provide comprehensive production logistics for audio, lighting, pipe & drape, and video camera setup.
• Services include producing, developing, organizing, and managing logistics for the event.
• The work will be performed at Av. Presa Angostura 225, Col. Irrigación, Miguel Hidalgo, CDMX.

• Professional lighting solution for fireworks-themed imagery and visual effects on the ceiling.

• This is a firm-fixed price type of purchase order.

• Contractor must submit a detailed setup and takedown plan as part of their proposal.

• Contractor must provide hours of availability from 07:00 to 19:00, with flexibility for extended hours and weekend availability for delivery, assembly, and installation.

• Contractor must designate a dedicated Event Manager with full decision-making authority.

• All systems must be fully integrated and tested prior to rehearsal.

• No substitutions permitted for specified consoles, IEM systems, or critical audio components without artist approval.

• Final system design must ensure even coverage and required SPL across the venue.

• All projection equipment must be installed securely and operated by qualified personnel.

• Setup and Takedown Plan must demonstrate timely, safe, and coordinated execution.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for Production Logistics Services for the 250th Independence Day Celebration, scheduled for July 30, 2026, at the New Embassy Compound (NEC) Facilities in Mexico City. The government is procuring a firm-fixed-price purchase order for these services.

The contractor will be responsible for producing, developing, organizing, and managing the logistics for the following setups:

• Audio
• Lighting
• Pipe and Drape
• Video Camera

Detailed specifications for each category are provided, including specific equipment for:

• Audio: Digital audio consoles, PA system, microphones, in-ear monitoring, communication systems, etc.

• Backline: Drum kit, guitar and bass amplifiers, keyboards, stands, and stage fans.

• Lighting: Lighting control console, fixtures (moving heads, washes, spots), followspots, atmospherics, lasers, lighting network, rigging, and experienced operators/technicians. Includes special effects lighting for ceiling projection.

• Stage: Construction of a stage with specific dimensions and platforms.

• Pipe & Drape: Cloth for masking and truss covers.

• Video: Main and secondary LED screens, video processing equipment, power distribution, camera package (4K camcorders), video monitors, and control laptops.

• Rigging: Truss systems, motors, motor controllers, and hardware.

• Power Supply: Generator and feeder cable.

• Press Risers: Platforms for press area with dedicated speakers and audio distribution console.

• This is a firm-fixed-price type of purchase order.

• The period of performance is for the event on July 30, 2026, with availability required from 07:00 to at least 19:00 hours, including flexibility for earlier/later services and weekend availability for delivery, assembly, and installation.

• Submission Deadline: June 12, 2026, 12:00 p.m. Local Time (Mexico City).

• Submission Method: Proposals should be sent to MexicoCityGSOSolicitations@groups.state.gov.

• Offer Acceptance: Offerors agree to hold prices firm for 60 calendar days.

• Evaluation Factors: Offers will be evaluated based on technical acceptability and price. Technical acceptability includes submission of the Standard Form (SF-18), pricing table, and completed Section 4 (Representations and Certifications). Information demonstrating the offeror's ability to perform, including project manager details, business establishment, and past performance (especially in Mexico), will be assessed. Past performance will be used to assess capability and credibility.

• Local (Mexican) offerors shall submit pricing in Mexican Pesos. U.S. firms are eligible to be paid in U.S. Dollars and must submit offers in U.S. Dollars. Local companies can also be paid in U.S. Dollars if they maintain a U.S. Dollar bank account in Mexico.

• All proposals and documents must be in English.

• The contractor shall designate a dedicated Event Manager.

• A detailed setup and takedown plan is required as part of the proposal.

• Cybersecurity supply chain risk management requirements are included.

• Payment registration forms (Attachments C, D, E) and Vendor Portal Registration (Attachment F) are required.
