To provide technical support for the maintenance, development, standardization, and integration of environmental databases, specifically contaminant chemistry and bioassay (toxicity) test data, and field observation data. These databases are crucial for site-specific investigations, risk/injury evaluations, cleanup goal derivations, and remedial alternative assessments.

• Develop and implement data management requirements and data flow for field and laboratory data integration into the DIVER environmental data format.

• Maintain and update data management standards, tools, and data integration processes.

• Refine, update, and document automated routines for data import, checking, and calculation of sums and derived values (e.g., PAH and PCB Totals).

• Calculate and integrate probability of toxicity using Logistic Regression Modeling (LRM), Toxic Equivalency Quotients (TEQ), and PAH Toxic Units.

• Ensure data and calculations meet national guidelines (e.g., USEPA, ASTM).

• Maintain common dictionary files for data consistency and evolution.

• Improve data posting routines for the DIVER data warehouse.

• Maintain and improve Data Templates (Electronic Data Deliverables) and field forms.

• Automate data import from NOAA templates and partner databases (e.g., EQuIS).

• Apply expertise in chemistry, toxicity testing, fisheries biology, and field sampling for data standardization and integration.

• Conduct Quality Assurance/Quality Control (QA/QC) reviews of new data sets.

• Develop documentation for each dataset.

• Track and communicate data set progress through the conversion process.

• Query and verify data integration into the DIVER Data Warehouse.

• Provide optional contingency support for major spills or environmental emergencies.

• Performance Requirements Summary (PRS) will detail specific performance objectives and Acceptable Quality Levels (AQLs).

• Monthly progress reports are required, including budget, cost, staff hours, completed activities, and planned activities.

• Monthly progress meetings with the COR.

• Quality Control Plan (QCP) submission and adherence.

• Proficiency with relational database management systems, data warehouses (e.g., Pentaho), and cloud-based web services is required.

• Mandatory training includes NOAA IT security, NOAA Safety, and NOAA Records Management Fundamentals.

• Contractor employees must adhere to Government identification, security, and data access policies, including signing a NOAA Non-Disclosure Agreement.

• Government Furnished Equipment (GFE) will be provided; contractor must safeguard and comply with its usage policies.

• Transition-out services required 30 days prior to contract expiration.
