Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies a sole-source contract award by the Naval Sea Systems Command Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) to Resource Analysis Corporation (RAC) for system support and software design services. The procurement is for integrating the Supportability Management Assessment Report Tool (SMART) license services into a single environment for obsolescence management.

The contract will provide access to the SMART license, which supports providing, updating, procuring, and maintaining obsolescence configuration information for material. This system integrates complex processes to manage DMSMS (Diminishing Manufacturing Sources and Material Shortages) programs, delivering necessary speed, accuracy, and economics.

• Software: Workflow User Application with SCORE ranking/prioritization and Data Administration Application.

• Data Content: Integrates various databases including IHS Markit, SMART COTS Manufacturer Database, FEDMALL, ILS Mart, ERAI Suspect Counterfeit, Accuris PI, Supply System Inventory, and LogiQuest.

• Capabilities: Determines material health at various indenture levels, integrates dual part level obsolescence data, provides COTS vendor survey capabilities for End of Life availability, captures alerts with color coding/severity status, and is accessible via secure internet URL.

• RAC is the sole developer and supplier of the SMART licensed domain, which is uniquely designed to meet specific requirements.

• No other commercial product meets the government's requirements for a robust level 4 solution.

• Replicating the functionality would require significant time, cost, and redesign of internal processes.

• NSWC PHD has used SMART for over 10 years, and personnel are trained and proficient in its use.

• Transitioning to another tool is estimated to cost five times more and take approximately two years, with lesser capabilities.

• Contract Type: Single firm-fixed-price contract.

• Estimated Dollar Value: Provided for FY26-FY30 (specific values redacted).

NSWC PHD will continue market research to identify potential sources for similar supplies/services to broaden the vendor base for future requirements.

Sources Sought

This Sources Sought Notice is issued by the Naval Surface Warfare Center, Port Hueneme Division, to conduct market research.
