Sole Source Justification

This document justifies a sole source acquisition for the Directed Energy Smart License, a subscription service to a website that notifies users when parts from a Bill of Materials are approaching end-of-life. This allows the In-Service Engineering Agent to make timely decisions regarding parts obsolescence, including reverse engineering or lifetime buys.

The justification for a sole source acquisition is based on the following:

• The material or service must be compatible (Form, Fit, and Function) with existing systems.
• A patent, copyright, proprietary data, or licensing agreement limits competition.
• The product is a "direct replacement" for existing equipment.
• Urgency.

The acquisition is permitted under 10 U.S.C. 3204(a)(1), which allows for other than full and open competition when only one responsible source can satisfy agency requirements.

The Directed Energy Smart License, provided by Resource Analysis Corporation (RAC), is required to manage parts obsolescence. Specific requirements include:

• Software: Workflow User Application with SCORE ranking and prioritization, and a Data Administration Application.
• Data Content: Access to QTEC Database, Q-Star website, IHS Markit Database, Parts Intelligence website, COTS Research/Refresh Candidates, FEDMALL, One Touch Supply integrated data, ILS Mart Aftermarket Database, and ERAI Suspect Counterfeit Alerts.
• Features & Capabilities: Ability to determine health of supply, COTS, parts, circuit card roll-up, and End of Support; integrated dual part level obsolescence data; integrated COTS capability with vendor survey; alert capture for supply, obsolescence, and end of support; secure internet access; and an integrated Case Management Suite.

SMART is identified as the only product that meets all specific requirements due to its unique design for handling configuration system platforms and baselines. RAC is the sole source and supplier of SMART software, which is a proprietary product developed entirely in the United States. Market research confirmed no other commercial items meet the Government's requirements. The Keyport OMIS tool was considered but found to be a "services" based model requiring significant annual funding and outsourcing of work, making it inefficient and costly compared to SMART's full-scale, turn-key solution.

NSWC PHD Contracts Office will continue market research to identify potential sources for future requirements. If another potential source emerges, competition will be assessed.

Sources Sought

This Sources Sought Notice is issued by the Naval Surface Warfare Center, Port Hueneme Division for market research purposes. The objective is to identify interested parties and gather technical information regarding the procurement of commercial items, specifically licenses for the Supportability Management Assessment Report Tool (SMART).

The government is seeking information on the following items:

• SMART License, OY-02 (Quantity: 1)

• SMART License, OY-03 (Quantity: 1)

• SMART License, OY-04 (Quantity: 1)

• Small Business Size Standard: $47,000,000.00

• Method of Issue: Other than Full & Open

• No funding is currently available, and this notice does not constitute a solicitation or commitment to award a contract.

• Responses are requested by 12/29/2025, 3:00 PM Pacific Time.

• Interested parties should provide:

  • Company Name, Address, CAGE Code, DUNS

  • Capabilities, resources, and experience demonstrating ability to provide the items
  • Business Size, Special Size Sub-Category, and Type of Ownership

Based on responses, the requirement may be set-aside for small businesses or procured through full and open competition. Multiple awards may be made.
