Performance Work Statement (PWS)

To support the 278TH TF2 / JMTG Post-Mob Yellow Ribbon event for Service Members of the TNARNG.

• Provide personnel, equipment, tools, materials, supervision, and quality control.

• Furnish conference rooms, break-out rooms for childcare, and lobby/vendor space.

• Provide catering services for continental breakfast and buffet-style lunch banquet.

• Ensure compliance with security requirements, including background checks and installation access policies.

• Conference rooms must be available and meet PWS standards (98% AQL).

• Meals must be delivered on time and hot (98% AQL).

• Contractor is responsible for all cleanup at the end of each meal and the event.

• Period of Performance: 19 July 2026.

• Place of Performance (in order of preference): Murfreesboro, TN; Franklin/Brentwood, TN; Nashville, TN.

• Conference Rooms: One main room for 800 people (classroom style, 10 per table), with AV equipment, internet, and water stations. Eight registration tables outside the main room.

• Childcare Rooms: Three rooms (one for 30, two for 15 each) with lavatories/proximity, televisions, and wireless internet.

• Lobby/Vendor Space: Accommodate 30 vendors with tables, chairs, water stations, and wireless internet for at least 40 computers.

• Meals: Continental breakfast for 800 (7:00 AM - 8:30 AM). Buffet lunch banquet for 800 (11:00 AM - 12:30 PM), with specific serving portion minimums. No peanut or peanut-derived ingredients in meals.

• Security: Contractor must complete National Agency Check (NAC) SF85P and obtain required clearances. Lock conference rooms nightly.

• Proposal Submission: Must provide Cage Code, Unique Entity ID (UEI), and Tax Identification Number. Representations and Certifications must be completed in SAM.gov.

• Applicable Publications: Includes FAR, DFARS, and various DoD/Army directives and regulations related to security, PIV, and information assurance.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for the 278th Post-Mob Yellow Ribbon event, which includes conference rooms with meals. The procurement is a Small Business Set-Aside.

• Provide one (1) conference/general session room/gym area to seat 800 people, including specific table arrangements, podium, American Flag, and audio-visual equipment with internet connectivity.

• Provide three (3) conference/break-out rooms for childcare.

• Provide a lobby/vendor space for 40 vendors.

• Provide a Continental breakfast for 800 people on July 18, 2026 (7:00 AM - 8:30 AM).

• Provide a buffet-style lunch banquet for 800 people on July 18, 2026 (11:00 AM - 1:00 PM).

• No lodging is required.

• Specific menu items and portion sizes are detailed in the PWS.

• Entrees or side items containing peanuts or peanut-derived ingredients are prohibited.

• Period of Performance: July 18, 2026. This date is firm and cannot be changed.

• Contract Type: Firm Fixed Price.

• NAICS Code: 722310 (Other Support Services) with a size standard of $16.5M.

• Quotes are due by Tuesday, March 31, 2026, at 10:00 AM CST.

• Evaluation Factors: Technical, Location, Facility to provide meals, Price, and SAM record. Technical and Price combined are more important than Past Performance.

• Past Performance will be evaluated using FAPIIS/CPARS. Offerors without a record must submit up to five previous contracts.

• Quotes must be valid for up to 90 days.

• Award notification will be emailed.

• This requirement is a Small Business Set-Aside.

• Vendors must have their Representations and Certifications completed in SAM.gov.

• Vendors must provide Cage Code, Unique Entity ID (UEI), and Tax Identification Number.

• The Performance Work Statement (PWS) is attached and contains detailed requirements.

• The preferred location is Murfreesboro, TN, with Franklin/Brentwood, TN, and Nashville, TN, as alternatives.

• Invoicing will be done electronically through WAWF.

• A National Agency Check (NAC) SF85P may be required.

• Wage Determinations are provided, including specific rates and benefits for various occupations.
