NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this formal solitcitation notice following pre-solicitiation Notice ID: N0038325R010C. The Government intends to negotiate and award a sole-source supply contract to General Electric (GE) Company, Cage Code: 99207, under the authority of 10 U.S.C. 2304(c)(1) permitting other than full and open competition, and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. The proposed contract will be a five (5) year Performance-Based Logistics (PBL) Requirements-Type Supply Contract (5-year base, no options) for the repair and/or replacement and sustainment for the items identified in Exhibit B for the T700 Engine Components. Under the anticipated contract, the Contractor will be required to stock, warehouse, repair, modify and/or replace, store and provide for shipment of Ready-for-Issue (RFI) condition assets within the established contract performance metrics. The PBL contract will require an integrated product life cycle approach whereby the Contractor assumes responsibility for many management and support functions related to the PBL such as engineering and logistics support. The Contractor will be required to meet established response times through component repair replacement, reliability oversight and inventory, configuration and obsolescence management. Therefore, the Contractor must have the necessary capability and expertise to ensure successful performance outcomes under the contemplated PBL contract. This notice of intent is not a request for competitive proposals. However, all responsible sources may identify their interest and provide capability statements in response to this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
