This document provides answers to vendor questions regarding the 287(g) Outreach RFI, clarifying the scope and requirements for potential outreach and communication services.

• Geographic Scope: Outreach is intended to be nationwide, covering all U.S. states.
• Execution: Rollout and execution are expected to be simultaneous nationwide.
• Communications Tools: Vendors must propose and utilize their own communication tools; no existing government-approved platform is mandated.
• Scope of Communications: Services should encompass outreach messaging, marketing materials, stakeholder engagement, and ongoing operational communications.
• Training: Vendors must proactively engage Sheriff's Departments to offer training. ICE/DHS will approve training and set the cycle, but not individual scheduling. Training delivery methods should be flexible (virtual, hybrid, on-site) based on vendor assessment of needs.
• Stakeholder Identification: Vendors are responsible for independently identifying stakeholders nationwide.
• Reimbursement: No advanced funds will be provided. The awardee will invoice at the agreed-upon rate. ICE will be the sole distributor of reimbursements.
• Agreement Type: The acquisition will be FAR-based, primarily covering outreach and communication services.
• Program Administrator: ICE is seeking a single entity to coordinate activities, which can be a group of organizations. The contractor will provide the technical platform for outreach, onboarding, training, communications, and reporting.
• Target Audience: Outreach should target all personnel within Sheriff's Offices, not just the Sheriff.
• Paid Marketing: Paid awareness marketing channels are acceptable.
• Registration: The goal is to reach all Sheriff's Offices, regardless of existing contracts with ICE.

These clarifications refine the understanding of the project's national scope, vendor responsibilities for tools and identification, and the nature of the services required. Bidders should incorporate these details into their proposals.

Request for Information (RFI)

This RFI is issued by U.S. Immigration and Customs Enforcement (ICE) for market research regarding outreach and implementation program management services for the 287(g) Program nationwide. ICE is seeking to understand vendor capabilities to conduct statewide outreach to support all participants in the program.

Respondents should detail their capability to provide:

• Statewide outreach for 287(g) participants.
• Communications support.
• Training for sheriffs on 287(g) participation.

Vendors must submit:

• A summary of their solution for the minimum requirements.

• Information on relationships with Sheriff's Departments nationwide.

• Details on mechanisms for:

  • Reimbursing departments for projects.
  • Mass communication with Sheriff's Departments.
  • Requiring membership from participating departments.
  • Providing liability protection to participating officers.

• This RFI is for information and planning purposes only and does not constitute a solicitation or commitment to contract.

• No costs incurred in responding will be reimbursed.

• All submissions become government property.

• The government may hold one-on-one meetings with vendors based on responses.
