Opportunity Details
This is a Sources Sought Notice ONLY for market research purposes; it is not a solicitation. The U.S. Government seeks non-personal services for the JCLC Buffalo-26 event, supporting 110 cadets and 18 cadre.
Scope of Work includes:
- Meals: Preparation, serving, and cleanup.
- Lodging: Separate facilities for male and female cadets and cadre.
- Training Facilities: Classrooms, command/control areas, medical stations, climbing walls/ropes, high/low ropes courses, zip lines, leadership reaction courses, water activities, obstacle courses, land navigation areas, and areas for ceremonies/fitness tests.
- Transportation: To training facilities within 20 minutes of lodging.
- Activities: Organized team building, team bonding, and leadership development activities, including canoeing, confidence courses, rappel tower, and land navigation.
Period of Performance: A base year from June 3, 2026, to June 2, 2027, with four (4) option years extending through June 2, 2030. NAICS Code: 721214 - Recreational and Vacation Camps (except Campgrounds), with a $9.0M size standard.
Response Requirements
Interested small businesses (including 8(a), SDB, HUBZone, SDVOSB, WOSB) are encouraged to identify their capabilities. Submissions must include:
- Firm name, point of contact, phone, email, UEI, CAGE code, small business status/certifications, and NAICS code.
- Indication of interest as a prime contractor, and any subcontracting, joint venture, or teaming arrangements.
- Detailed previous experience on similar requirements (size, scope, complexity, timeframe, government or commercial).
- Information on commercial availability, including pricing, delivery schedules, and customary terms.
- Suggestions on how to best structure contract requirements to facilitate small business competition.
- Identification of any conditions restricting competition, with rationale, to the MICC Advocate for Competition.
Special Requirements (from Draft PWS)
- Contractor personnel must meet health/safety standards, wear badges, and identify as contractors.
- Provide trained and qualified medical staff (minimum one EMT, on-call physician).
- Provide a minimum of seven safety-trained and certified personnel for climbing/ropes courses.
- Provide a minimum of two lifeguards for water activities.
- Coordinate menu with the Government POC within 10 days of award.
