Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for meals, lodging, and training support for cadets and cadre attending the Junior Cadet Leadership Challenge (JCLC) Butler.

• Provide meals, lodging, and hygiene areas.

• Offer training facilities and support for activities including: classroom instruction, medical support, rappelling, climbing, ropes training, high and low confidence courses, zipline, aquatics, axe throwing, and land navigation.

• The scope covers a total of 110 cadets and 14 cadre.

• Base Year: June 1, 2026 to May 31, 2027.

• Four Option Years (OY1-OY4) extending through May 31, 2031.

• Specific training event dates: June 16-18, 2026.

• Quality Control Plan (QCP) required to ensure services meet contract requirements.

• Performance evaluated against a Quality Assurance Surveillance Plan (QASP).

• Specific Acceptable Quality Levels (AQLs) are detailed in Technical Exhibit A, including: 100% service for meals, 95% for setup timeliness, 95% for meal readiness, 100% for lodging accommodation, and 95% for training facilities/supervision.

• Contractor personnel must meet health and safety regulations (e.g., OSHA).

• Food handling employees must meet board of health standards.

• No security clearance is required for contractor personnel.

• Contractor must provide trained and certified personnel for specific activities like rappelling, climbing, and zip line.

• Medical support requires at least one person trained in First-Aid, CPR, and AED available 24 hours a day.

• Special accommodations for approximately 3-5 vegetarian meals per meal.

• Contractor must provide a beverage station with water and electrolyte drinks.

• Contractor must provide beds/bunks with mattresses; participants provide their own sheets/sleeping bags and pillows.

• Contractor is responsible for cooking equipment, serving, cleaning, and trash removal for dining areas.

• Contractor must provide transportation between lodging and training areas.

• Contractor must provide a zip line activity (min 20 ft height), rappel tower (min 20 ft, max 60 ft height), climbing area (min 10 ft, max 60 ft height), high ropes course (min 10 ft, max 60 ft height), low ropes course (max 4 ft height), and an area for axe throwing (up to 134 participants).

• Contractor must provide an indoor facility for inclement weather activities.

• Contractor must provide access to a swimming location for drown proof training with two lifeguards.

• Contractor must provide an area for ceremonies (1-2 acres).

• Contractor must provide land navigation training area (min 10 acres wooded/brushy/open terrain).

This solicitation (W9124D26QA127) is for services to provide meals, lodging, and training facilities for cadets and cadre participating in the 2BDE JROTC JCLC Butler program. The contract will have a base period and four option years.
