Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for meals to cadets and cadre conducting the Junior Cadet Leadership Challenge (JCLC) Dirigo at Bog Brook, Gilead, ME.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary for meal services.

• Services include meal preparation, transportation, setup, serving, and cleanup.

• Specific tasks include preparing meals at the contractor's place of business, transporting them to the site, setting up serving lines, and ensuring food is served hot and ready at designated times.

• Contractor is responsible for all condiments, utensils, plates, napkins, ice, cleaning supplies, and trash removal.

• Two serving lines are required, with a minimum of two servers per line.

• Meals must be nutritionally balanced, emphasizing fresh ingredients, and avoiding dehydrated products.

• Vegetarian meal accommodations are required.

• Meals must be ready and served at prescribed times.

• Food must be kept hot until served.

• Facility must be cleaned and sanitized to OSHA standards after each meal service.

• Contractor must maintain an effective quality control program.

• Performance will be evaluated by the government based on a Quality Assurance Surveillance Plan (QASP).

• Minimum 95% compliance is required for performance objectives.

• Period of Performance: June 1, 2026 – June 19, 2026.

• Place of Performance: Bog Brook Training Site, Gilead, ME 04217.

• Contractor personnel must meet board of health standards and food handling requirements, and be knowledgeable of safety regulations (e.g., OSHA).

• Contractor personnel must maintain a professional demeanor and identify themselves as contractors when necessary.

• Contractor must provide meals for approximately 52 cadets and 10 cadre.

• Specific meal dates and serving times are detailed, including dinner on June 15, and breakfast, lunch, and dinner from June 16-18, concluding with breakfast on June 19.

• Contractor must work any holidays occurring during the period of performance.

• A firm fixed price contract will be awarded.

• No security clearance is required for contractor personnel.
