This document is a cover letter providing general information for a solicitation regarding the 2nd Quarter FY26 Food Bid Subsistence and other food-related items for the Metropolitan Detention Center (MDC), Los Angeles, California. • Award will be made to the responsible offeror whose offer is determined to be the best overall value, considering price and other factors.

• Evaluation factors include: Ability to deliver items as per specification and time/delivery requirements, Past Performance, and Cost/Price.

• Past Performance may include delivery history, performance alerts, and surveys from various agencies.

• Changes to specifications may be grounds for exclusion.

• Items will be closely inspected, potentially requiring thawing and cooking to determine specification compliance.

• Conditionally received items found unacceptable must be picked up by the vendor within two weeks of notification; otherwise, they will be disposed of at the vendor's expense.

• Contractors must be registered in the System for Award Management (SAM.gov).

• Contractors must complete their representations and certifications.

• Unique Entity ID (UEI/DUNS) must be included with the quotation.

• This solicitation includes FAR Clause 52.212-4, Contract Terms and Conditions- Commercial Items.

• Delivery is requested by March 14th, 2026, unless otherwise annotated.

• Evaluation factors other than cost/price are significantly more important than cost/price, but cost/price will contribute substantially to the decision.

Solicitation / RFQ

This Request for Quote (RFQ) is issued by the Federal Bureau of Prisons, MDC Los Angeles, for 2nd Quarter FY26 Food Requirements. The solicitation seeks various food products, including Kosher and Halal meals, fresh produce, meats, dairy, spices, and canned goods, to be delivered by March 14, 2026. The contract will be Firm Fixed Price.

• Food Products: A comprehensive list of food items with specific quantities and detailed specifications (e.g., USDA grades, packaging, Kosher/Halal certifications) is provided in the Schedule of Supplies/Services (pages 4-25).

• Delivery: Products must be delivered by March 14, 2026, to Federal Bureau of Prisons, MDC Los Angeles, 535 N. ALAMEDA ST, Los Angeles, CA 90012. Delivery is FOB Destination.

• Product Standards: All products must meet National Menu Specifications. Fresh products must have a legible expiration date at least 6 months past the received date. Dented cans are not accepted, and all boxes/cases must be properly labeled.

• Contract Type: Firm Fixed Price.

• Period of Performance: Line item performance period is 02/26/2026 - 03/14/2026.

• Offer Due Date: February 26, 2026, at 08:00 AM PT.

• Submission Instructions: Offerors must complete Blocks 12, 17, 23, 24, and 30 of the Standard Form 1449.

• Evaluation Criteria: Offers will be evaluated based on the ability to deliver items as per specifications, price, and past performance (FAR 15.304). These factors will be considered to determine the most advantageous offer to the Government. Option prices will be evaluated by adding them to the basic requirement's total price; unbalanced option prices may render an offer unacceptable.

• Payment: Payments will be made via Electronic Funds Transfer (EFT), requiring contractors to register and maintain current EFT information in the System for Award Management (SAM).

• This solicitation is a 100% set-aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB).

• Numerous Federal Acquisition Regulation (FAR) clauses and Department of Justice (DOJ) clauses are incorporated by reference, including those related to contractor privacy, security of information systems, payment by EFT, prohibition on ByteDance applications, convict labor, child labor, equal opportunity, Buy American, and restrictions on foreign purchases.
