Justification & Response
The Government intends to solicit and negotiate with only one responsible source, L3 Technologies, citing 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302. This is due to L3 Technologies being the OEM and the Government not owning the data or rights required for other sources. A Source Approval Statement applies, and any firm not already approved must submit a Source Approval Request (SAR), though this procurement will not be delayed for SAR approval. The Government will use FAR Part 15 procedures and is not using FAR Part 12 for commercial items. Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of this notice. All proposals received within 45 days of publication will be considered solely for determining whether to conduct a competitive procurement.
