This is a combined synopsis/solicitation for a commercial supply acquisition of a Dock Leveler. The U.S. Air Force is seeking quotes for the removal of an existing dock leveler and the installation of a new one, including operator and maintenance training, at Vandenberg Space Force Base (VSFB).

• CLIN 0001: Acquisition and installation of one (1) new 6' x 8' hydraulic dock leveler with a minimum 40,000 lbs dynamic capacity. Includes bumpers, accessories, removal and disposal of the existing dock leveler, and delivery of manufacturer documentation and warranties.

• CLIN 0002: Comprehensive operator, safety, and routine maintenance training for designated government personnel, including hands-on instruction and reference materials.

• This is a commercial supply contract.

• Evaluation Factor: Lowest priced quote that is technically acceptable.

• Price: Quotes will be ranked from lowest to highest total evaluated price.

• Technical Capability: Offerors must submit a technical narrative (max 20 pages) including Attachment 4 (DD 254) to demonstrate capability. The lowest priced offeror's technical capability will be evaluated first. If not acceptable, the next lowest priced offer will be evaluated.

• Escort Requirement: Offerors must provide proof of two (2) cleared escorts available by the required date, including their full legal name, phone number, and email address.

• Questions Due: 01:00 PM (PDT) on June 17, 2026.

• Quotations Due: 01:00 PM (PDT) on June 15, 2026.

Statement of Work (SOW)

To furnish and install one (1) new 6' x 8' hydraulic dock leveler with a dynamic capacity of 40,000 pounds at the 30 LRS facility, Vandenberg Space Force Base. The goal is to improve safety, efficiency, and reliability in loading and unloading operations by bridging the gap between the loading dock and various truck/trailer heights.

• Furnish and install one (1) 6' x 8' hydraulic dock leveler (40,000 lbs dynamic capacity) with required bumpers and accessories.

• Remove one (1) existing dock leveler.

• Ensure proper alignment, anchoring, and operational performance.

• Provide training to designated personnel on operation, safety features, and routine maintenance.

• Comply with all federal, state, local codes, manufacturer specifications, and installation best practices.

• Adhere to installation security policies and AFOSH safety standards.

• Manage construction debris and waste according to base requirements and environmental protection standards.

• Installed leveler must provide a safe and smooth transition for varying truck/trailer heights.

• Enhance operational throughput by reducing delays.

• Workmanship must be performed by qualified personnel.

• Maintain a clean and safe work environment.

• Work to be performed at Vandenberg Space Force Base.

• All work to be completed within the project timeline established in the approved schedule, during normal duty hours unless otherwise coordinated.

• Contractor must provide all labor, tools, materials, equipment, safety measures, supervision, and permits.

• Contractor must coordinate deliveries and site access with Vandenberg SFB personnel, providing 72-hour advance notice for deliveries.

• All contractor personnel require pre-approval for base access.

• Contractor must adhere to installation security policies and VSFB safety, security, and traffic regulations.

• Photography is prohibited unless explicitly authorized.

• Manufacturer or Seller warranties apply; all other warranties are disclaimed.
