Statement of Work (SOW)

To restore a John Deere 670G motor grader, serial number 1DW670GXCLD703405, to full operational status through a complete engine replacement and associated repairs. The grader is critical for base operations at Vandenberg Space Force Base (VSFB).

• Engine Removal: Remove the existing, defective John Deere Power Tech PSS 9.0L 6-cylinder engine.

• Engine Installation: Install a new John Deere Power Tech PSS 9.0L 6-cylinder engine, ensuring all components, systems (coolant, hoses, belts), and torque specifications meet Original Equipment Manufacturer (OEM) standards.

• ECM Reprogramming: Reprogram the Engine Control Module (ECM) to factory settings and verify integration with the new engine.

• Operational Tests: Conduct and document thorough operational tests, including ignition, idle, acceleration, fuel efficiency, emissions, and secondary functions.

• Roadworthiness Verification: Ensure the grader is restored to a roadworthy condition, compliant with Department of Transportation (DOT) regulations.

• Hazardous Material Management: Handle and dispose of all hazardous materials (e.g., engine fluids) in accordance with federal, state, and local environmental regulations.

• Component Storage & Transport: Securely store and transport engine components, adhering to the Defense Transportation Regulation (DTR).

• Repairs must be completed within 45 calendar days from receipt of an executed task order.

• All work must comply with OEM specifications, OSHA, and EPA standards.

• Hazardous materials must be managed and disposed of according to strict environmental regulations, including using the CalRecycle database for verification.

• Period: 45 calendar days from task order award.

• Place: Work to be performed at the contractor's certified workspace.

• Personnel Qualifications: Mechanics must be factory-trained and certified by John Deere for the Power Tech PSS 9.0L engine, with demonstrable expertise in repair, calibration, and troubleshooting.

• Workspace & Tools: Contractor must use their own fully equipped, John Deere-certified workspace and specialized tools. No Government Furnished Equipment (GFE) for tools.

• Parts: Exclusively use John Deere OEM replacement parts.

• Warranty: The replacement engine must include a minimum one-year OEM warranty for parts and labor.

• Documentation: Submit a post-repair compliance report, OEM parts log, ECM reprogramming logs, certificate of conformance, and hazardous material disposal certificates.

• Hazardous Material Disposal: Strict adherence to California environmental regulations for disposal of used engine oil and antifreeze/coolant.

• Safety: Personnel must wear appropriate Personal Protective Equipment (PPE) and adhere to site safety protocols.

Single Source Justification

This document justifies a single-source acquisition for the repair of a John Deere 670 G Grader engine. The objective is to remove a malfunctioning engine and replace it with a re-manufactured or rebuilt equivalent. The vehicle will be transported to a vendor's certified repair shop.

• The vendor's mechanics must be factory-trained and certified by the manufacturer.
• All repairs must use Original Equipment Manufacturer (OEM) parts.
• The contractor must reprogram the Engine Control Module (ECM) and conduct functional testing.
• The performance period will not exceed 45 days from the date of contract award.

The requirement is for repair services on a John Deere 670 G Grader engine, which necessitates manufacturer-certified dealer locations to maintain warranty compliance, operational reliability, and adherence to technical specifications. John Deere mandates that only certified dealers perform these repairs due to unique technical expertise, proprietary tools, and access to manufacturer-authorized parts. Market research identified only one manufacturer-certified dealer location capable of meeting these requirements. Procuring services from non-certified third parties would risk voiding the warranty, increase the risk of system failures, and result in higher long-term costs.

Market research contacted two other John Deere authorized dealer locations (Kern Machinery, Inc and Cal-Coast Machinery, Inc). Both confirmed that Coastline Equipment is the only vendor authorized and equipped to perform the required repairs, citing Coastline Equipment's exclusive access to proprietary parts, technical manuals, and specialized tools.

The agency plans to conduct regular market research to identify alternative providers, explore adjusting technical requirements to allow broader competition, and engage manufacturers to potentially modify warranty terms. Long-term acquisition planning will be used to identify and mitigate future single-source constraints.

The Contracting Officer has determined that only a single source is reasonably available for this contract action, in accordance with FAR 13.106-1(b)(1).
