Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the three (3) washrack bays at Vandenberg Space Force Base remain fully operational, environmentally compliant, and safe for personnel through scheduled preventative maintenance, minor repairs, system monitoring, and timely response to emergent issues.

• Perform monthly preventative maintenance (PM) on all wash rack components, including filtration, pumping, foaming brush, water softening, and air systems.

• Conduct full-system inspections to identify wear, leaks, performance degradation, or component failures.

• Complete minor repairs during scheduled PM visits (e.g., hose replacement, leak repair, belt replacement, wand and brush rebuild, solenoid repairs, filter servicing).

• Maintain and service filtration and water treatment components (cleaning, backwashing, filter replacement, tank draining).

• Ensure proper operation of ozone injectors, ozone generators, and oil/water separation components.

• Monitor and replenish wash soap, foaming brush soap, and water softener salt.

• Ensure compliance with environmental, safety, and regulatory requirements, including proper disposal of waste oil, sludge, and solids.

• Provide emergency and corrective maintenance support, responding to emergency repair needs within specified timelines.

• Maintain adequate inventory of parts and materials (filters, hoses, wands, soap, rebuild kits, consumables).

• Restore all work areas to original condition and manage waste properly, ensuring off-site disposal.

• Deliver clear communication and reporting, including monthly PM reports and notifications prior to service visits.

• Monthly PM services required.

• Emergency repair response timelines vary by severity (48 hours to 12 days).

• All parts furnished must be OEM or Government-approved equivalents.

• Work areas must be restored to original condition, and debris removed.

• The contract includes one base year and four option years.

• Preventative maintenance services are performed once per month, totaling twelve (12) visits per contract year.

• On-site support is available Monday through Friday, 7:00 a.m. to 5:00 p.m.

• Contractor personnel must possess strong mechanical, electrical, filtration, chemical delivery, and diagnostic skills.

• Personnel must have knowledge of environmental regulations, OSHA safety practices, and emergency repair procedures.

• Technicians must hold current certification in Washrack Maintenance and Repairs and be Riveer- and EST-factory trained.

• Contractor must obtain written approval before using subcontractors.

• Provide an SDS-compliant eyewash station.

• Written repair estimates are required for work outside the PM scope.

• Systems are manufactured by Riveer Environmental and Enviro Safety Technologies (EST).
