Amendment / Modification

• FAR Clause 52.232-18 Availability of Funds has been added to the Solicitation.

• The "Availability of Funds" clause (FAR 52.232-18) is now part of the solicitation.

• This amendment does not extend the offer receipt deadline. Offers must acknowledge receipt of this amendment.

• If a bidder wishes to change an offer already submitted, the change must be made via letter or electronic communication referencing the solicitation and this amendment, and must be received prior to the opening hour and date.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to acquire a 30 Micron X-ray Spectrometer. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a Sole Source, Firm-Fixed-Price contract for this acquisition.

• One (1) 30 Micron X-ray Spectrometer.

• Delivery is required within 6 Months After Receipt of Order (ARO).

• The acquisition is for an Energy Dispersive X-ray Fluorescence (EDXRF) Spectrometer, in accordance with the attached Statement of Work (SOW).

• Contract Type: Firm-Fixed-Price.

• Pricing Arrangement: Firm Fixed Price.

• Product Service Code: 6640.

• Quotations are due by March 11, 2025, at 2:00 PM, Tinker AFB OK Central Standard Time (CST).

• Emailed quotations are preferred.

• Award will be conducted and evaluated under FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

• The award will be made to the responsible Offeror whose quote conforms to the solicitation and is most advantageous to the Government.

• This acquisition is identified as Sole Source.

• Vendors must be registered in the System for Award Management (SAM) database to be eligible for award.

• The Government reserves the right to cancel this solicitation at any time.

• Vendors are required to "wet" sign/date and fill in vendor information, pricing, and complete the CLIN Unit Pricing section. Proof of technical evaluation criteria is also required.

• The attached Statement of Work (SOW) provides detailed requirements and appendices.

Statement of Work (SOW)

This SOW outlines the requirements for furnishing, shipping, assembling, installing, verifying, calibrating, testing, and training for an energy dispersive micro-focusing X-ray fluorescence (µEDXRF) spectrometer with poly-capillary optics. The instrument is intended to provide a small X-ray spot suitable for nondestructive spectral mapping, capable of detecting all elements from Carbon to Uranium with high resolution, sensitivity, accuracy, precision, and reproducibility.

• Provide a complete µEDXRF instrument with specified capabilities.

• Include all necessary labor, tools, equipment, materials, parts, personal protective equipment (PPE), transportation, and shipping.

• Provide basic operational training for equipment/software upon installation and acceptance.

• Deliver the instrument and associated services to Tinker Air Force Base (AFB).

• Estimated Delivery Date: July 30, 2026

• Estimated Installation Date: August 30, 2026

• Estimated Verification/Calibration Date: August 30, 2026

• Estimated Training Date: August 30, 2026

• Estimated Full Operational Capacity Date: September 30, 2026

• Place of Performance: Tinker Air Force Base (AFB), Oklahoma City, OK.

• The instrument must be of the manufacturer's current design and a new unit.

• Must comply with American National Standard for X-ray fluorescence instrumentation safety requirements (less than 1 µSv/hour at 10 cm from the outside surface).

• Must include a standard commercial warranty on the instrument and X-ray tube.

• Specific technical specifications for the X-ray tube, detectors, sample chamber, stage, software capabilities (spectral mapping, quantitative analysis, data export), and computer system are detailed.

• The system must be field-serviceable and field-upgradable.

• Contractor shall provide on-site installation and verification.

• Contractor shall provide 80 hours of application support during the first year of operation.

• Contractor shall submit a Safety and Health Plan within 10 days of contract award.

• Contractor shall supply unique supplies and consumables for 60 days of operation, plus any special tools for routine maintenance.

• Contractor personnel will receive security and OPSEC briefings.
