300 Mbps Ethernet Circuit for VoIP/Data Services Supporting Telecommunications and Wi-Fi

Statement of Work (SOW)

To provide a dedicated 300 Mbps Ethernet circuit to support Voice over Internet Protocol (VoIP), wired data, and Wi-Fi services at the Indian Health Service (IHS) White Earth Health Center in Ogema, MN. The goal is to ensure secure, reliable, and high-quality connectivity for clinical, administrative, and mission-critical healthcare operations.

• Ethernet Circuit Provisioning: Design, furnish, install, provision, test, and activate a dedicated carrier-grade Ethernet circuit with 300 Mbps symmetric bandwidth (300 Mbps download / 300 Mbps upload). The circuit must meet VoIP performance requirements for latency, jitter, and packet loss, and be scalable for future bandwidth upgrades.

• Network Integration: Provide Ethernet handoff via fiber (preferred) or RJ-45, support VLAN segmentation for VoIP, data, and Wi-Fi traffic, and support Quality of Service (QoS) to prioritize VoIP traffic. Ensure compatibility with existing IHS network infrastructure.

• VoIP and Telecommunications Support: Support standard VoIP protocols (SIP and RTP), ensure sufficient capacity for concurrent calls, and maintain voice quality.

• Wi-Fi and Data Services: Ensure sufficient throughput for enterprise Wi-Fi for staff and guests, supporting multiple access points and concurrent users.

• Security and Compliance: Comply with FISMA, NIST SP 800-53, HHS, and IHS IT security requirements, including secure traffic segmentation, protection against unauthorized access, and denial-of-service mitigation. All contractor personnel must meet federal security and privacy requirements.

• Testing and Acceptance: Perform end-to-end testing of the circuit (throughput, latency, jitter, packet loss), validate VoIP call quality and Wi-Fi performance, and provide written test results.

• Availability: ≥ 99.9%

• Latency: ≤ 30 ms

• Jitter: ≤ 5 ms

• Packet Loss: ≤ 0.1%

12-month base period with 4 option years.

• Provide all labor, materials, equipment, and services.

• Coordinate with the IHS Contracting Officer's Representative (COR).

• Comply with applicable FAR, HHSAR, and IHS policies.

• Provide site access and coordination support.

• Designate a COR for oversight and acceptance.

• The circuit is installed and fully operational.

• Performance meets or exceeds SLA requirements.

• All required documentation is delivered and approved.

This notice is for a sole source procurement of a 300 Mbps Ethernet Circuit for the Department of Health and Human Services (HHS), Indian Health Service (IHS) White Earth Health Center (WEHC) facility. The circuit will support mission-critical VoIP, clinical data, and Wi-Fi services, requiring stringent latency, jitter, packet loss, reliability, and security standards consistent with healthcare operations.

• A dedicated, high-availability 300 Mbps Ethernet circuit.

• Service must meet stringent performance and reliability requirements.

• Existing infrastructure is preferred to avoid significant new construction or extended lead times.

• This acquisition will be processed under FAR Part 12 (Acquisition for Commercial Items) and FAR Part 13.106-1(b)(1).

• This is not a request for competitive quotations, but interested parties (especially Indian Economic Enterprises or small businesses) may submit a capability statement, proposal, or quote.
