Scope of Work

Key aspects include:

• Design & Manufacturing: Compliance with specified drawings and MIL-DTL-18240 for Self-Locking Elements.
• Welding & NDT: Performance of welding and nondestructive testing on Extension Weldment Assembly #12 per NAVSEA Technical Publications S9074-AR-GIB-010/278, T9074-AS-GIB-010/271, and MIL-STD-2035, with qualified welders.
• Marking: Permanent marking and identification of units per MIL-STD-130.
• Mercury Free: All materials must be mercury-free for submarine/surface ship use.

Evaluation Criteria

Award will be made to the responsible offeror providing the best value to the Government, considering both price and non-price factors. Non-price factors, when combined, are approximately equal to price and include:

1. Delivery Lead Time: Proposals with delivery lead times considered in the best interest of the Government will be rated higher.
2. Past Performance: Evaluation of successful performance, quality and timeliness of delivery, cost management, communication, proactive management, and customer satisfaction on related contracts.

Key Requirements & Deliverables

• First Article Testing/Inspection: Required for Lower Bearing Assembly #12. Government approval of procedures and reports is mandatory before production.
• Quality Assurance: Supplier's Quality Inspection System must comply with MIL-I-45208 or ISO 9001 and NCSL Z540.3 or ISO 10012. Submission of a written Quality Inspection and Test Plan (CDRL) is required.
• Material Control: An effective system for certified quantitative mill or industrial laboratory reports of chemical and physical analysis is necessary.
• Objective Quality Evidence Records (OQEDs): Extensive documentation, including various certifications (Mill, Weld Rod, Heat Treatment, Conformance, Compliance, Visual/Dimensional, NDT, Welder's Qualification, NDT Inspector Qualification, Mercury Exclusion), must be maintained and submitted.
• Packaging: MIL-STD 2073 applies.
