Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personnel services for the management and maintenance of the Enterprise Land Mobile Radio (ELMR) system and training for the 31st Communications Squadron (CS) end users at Aviano Air Base, Italy.

• Management and maintenance of the ELMR system, including Project 25 infrastructure and Motorola proprietary applications.

• Provide technical and end-user training on the LMR system.

• Develop and maintain radio codeplugs, LMR subscriber radio programming, and ELMR system provisioning.

• Manage dispatch, radio, and LMR network user databases, and encryption key management.

• Perform Over-The-Air Rekeying (OTAR) and Over-The-Air-Programming (OTAP).

• Oversee password and patch management, assist with audio logging, and manage network fault and security alarms.

• Troubleshoot and repair ELMR infrastructure outages.

• Advise on system designs and coordinate network infrastructure changes.

• Maintain inventory databases and update applicable Air Force systems.

• Serve as liaison for organizations and assist in developing Standard Operating Procedures (SOPs).

• Provide new customer orientation training and guidance on system integration.

• Assist in developing SOPs for maintenance and advise on Motorola technologies.

• Oversee all training programs.

• Performance will be assessed against objectives and thresholds outlined in Attachment 1 (Service Delivery Summary).

• Remedies for deficiencies include re-performance of service at no additional cost to the government and negative past performance evaluations.

• Work to be performed at Aviano Air Base, Italy, and applicable Temporary Duty (TDY) locations to Geographically Separated Units (GSUs).

• Contractor will travel to no more than six (6) GSUs for a total of no more than 30 working days annually.

• Contractor personnel must be qualified in all aspects of ELMR system management and fully trained on the current and any upgraded system releases.

• The Field Service Technician (FST) must be a Motorola ASTRO 25 LMR Subject Matter Expert (SME) with specific qualifications including a Bachelor's or Associate's degree and four years of specialized experience, or a High School Diploma and eight years of specialized experience in Telecommunications/LMR maintenance.

• FST must possess a secret security clearance and be a U.S. Citizen.

• Contractor must provide personnel with appropriate factory training completion certificates.

• Contractor must adhere to applicable industry standards, regulations, and laws, including OSHA CFR and Italian Legislative Decree 81/2008.

• A Safety and Occupational Health plan must be developed and maintained.

• Contractor must provide all necessary supplies, equipment, facilities, and services not listed in the PWS.

• Contractor must equip the FST with the latest Motorola hardware and software tools, a laptop computer, radio frequency and network test equipment, and a portable radio.

• Contractor personnel must comply with dress code, identification, and conduct standards.

• Alcohol and drug consumption while on duty is strictly prohibited.
