Statement of Objectives (SOO)

This SOO outlines the requirement to Engineer, Furnish, Install, and Test (EFI&T) a new, standalone, push-to-talk Voice over IP (VoIP) based Secondary Crash Network (SCN) at Aviano AB, Italy. This new system will replace the existing copper-based SCN.

• System Replacement: Upgrade the current SCN system (Forum Alert III) to a new VoIP-based system.

• Training: Provide operational hands-on training for 10 Government personnel.

• Coordination: All work requires coordination with the Mission Partner Point of Contact (MP POC) and adherence to base access and security protocols.

• Safety: Contractor must comply with all Federal, Italian, and Base safety guidelines, including accident reporting and hazardous material identification.
