• Evaluation Criteria: Offers will be evaluated based on Prior Experience and Price. The government will award to the responsible quoter whose quote is most advantageous, considering price and other factors. Prior experience will be evaluated based on projects within the last three years demonstrating capability. Price will be evaluated on the total evaluated price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for equipment maintenance services at Aviano Air Base, Italy, specifically for the Dragon Fitness Center and Wyvern Fitness Center.

• Perform preventive maintenance and necessary repairs on fitness equipment twice a month, adhering to manufacturer recommendations and standard practices.

• Respond to all required service calls.

• Responsible for repair and replacement of worn or failed components and parts. Replacement parts must be of like or current design.

• Services include inspection for wear, adjustment, examination of wiring, lubrication, upholstery repair, tightening of components, and replacement of worn parts.

• Contractor supplies labor, transportation, tools, equipment, and routine replacement parts. The Fitness Center is responsible for providing non-routine replacement parts.

• Scheduled visits for inspections and maintenance are to occur twice a month on each piece of equipment.

• Intervening repairs/emergencies require a response within 24 hours, with a maximum of 48 working hours to restore the equipment to serviceable condition. A maximum of four emergency calls per year are permitted.

• 95% of equipment needs to always be operational.

• Service calls, response, and repairs must be completed in a timely manner 98% of the time.

• Maintenance and repair reports must be delivered within two business days and be timely and accurate 98% of the time.

• Services are to be performed at Aviano Air Base, Italy, specifically at the Dragon Fitness Center (Bldg. 1405) and Wyvern Fitness Center (Bldg. 1430).

• Contractor must provide a contract manager and alternate(s) with full authority.

• All personnel must understand, read, write, and speak English fluently.

• Contractor personnel must present a neat appearance and be easily recognized, wearing appropriate clothing.

• Employees must possess appropriate, current, and valid professional certifications.

• Contractor shall not employ individuals who would create a conflict of interest or USAF employees without proper approval.

• Contractor is responsible for obtaining all necessary access cards, passes, and badges.

• Compliance with all Aviano AB policies regarding installation entry, rules of the road, and photography is required.

• Quality Assurance: Government will inspect and evaluate performance.

• Safety: Contractor must safeguard personnel, property, and equipment, and report accidents or losses. A safety briefing is required before starting mobilization.

• Eagle Eyes Training: All employees must complete Eagle Eyes training within 30 days of contract award and prior to commencing work.
