Performance Work Statement (PWS)

To ensure operational readiness and compliance with safety standards for firefighting apparatus through periodic performance testing and inspection.

• Provide annual performance testing and inspection of Joint Base Andrews Fire Department's apparatus in accordance with NFPA 1911 and applicable manufacturer/local regulations.

• The contractor shall manage all aspects of the project, including labor, equipment, tools, materials, licenses, and permits.

• Services include inspecting and testing fire apparatus per manufacturer instructions and NFPA 1911.

• Testing will occur within 50 miles of Joint Base Andrews at mutually agreed locations and schedules.

• Joint Base Andrews will provide water for testing on-site.

• Reports are due within seven (7) business days of service completion in hard copy and electronic formats.

• Specific apparatus to be tested annually include: Engine 741, Engine 742, Engine 743, Quint 74, and Tanker 74.

• The contractor shall retest any failed items within 60 calendar days at no additional cost to the Government.

• The contractor is not responsible for performing repairs or corrective maintenance.

• All work must comply with NFPA 1911, Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles.

• Personnel performing services must be trained and certified per NFPA 1071 or equivalent.

• Safety standards (Federal, State, Local, OSHA) must be followed.

• Documentation of all inspections, maintenance, repairs, and testing is required.

• Initial Period of Performance: September 15, 2026 – November 15, 2026.

• Option years may be exercised.

• Work to be performed within 50 miles of Joint Base Andrews.

• Contractor employees require base access, necessitating background checks and DBIDS badge issuance.

• Access is limited to specific areas; airfield and other restricted areas are off-limits without authorization.

• Contractor vehicles require proof of insurance and valid driver's license.

• Contractor must provide all necessary resources; Government resources are limited to restrooms and drinking water.

• Contractor must adhere to normal operating hours (Monday-Friday, 0700-1630) unless otherwise notified.

• Contractor must provide a list of employee names, DOBs, SSNs, and driver's license information two weeks prior to work start for base access.
