Scope of Work
The recurring requirement involves comprehensive inspection, maintenance, and servicing of the AFRTF at JBA. Key tasks include:
- Semiannual inspections (no more than 180 days apart), coinciding with winterization/de-winterization.
- Adherence to Air Force Technical Order (TO) 35E1-2-13-1 and applicable NFPA standards (54, 58, 70, 405, 1003, 1402, 1403).
- Installation, testing, and replacement of gas piping, utilization equipment, or accessories by qualified personnel.
- Specific maintenance tasks such as igniter replacement, cutout panel replacement, water pump replacement, HDPE liner maintenance, regulator adjustment, and storage tank maintenance (10,000-gallon propane tank).
- Maintaining propane supply at no less than 25% and filling to 80% capacity.
- Quarterly safety inspections and inspection of various components (burners, mock-up, control stand, propane system, water conservation pond, compressed air system).
- Providing written summaries of inspection findings and cost estimates for repairs.
Performance Standards
The facility must be operational at all times for ARFF training, reports submitted within 48 hours, and compliance with all Federal, State, and Local environmental requirements.
