Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal internet and television services for the 32d AAMDC Headquarters, ensuring continuous content delivery and internet connectivity for awareness of global events and essential public affairs actions.

• Provide cable television service to 17 digital receivers.

• Provide 2 high-speed internet connections.

• Offer various programming options and alternate HD channel bundles.

• Ensure all services are provided 24 hours a day, 7 days a week, 365 days a year.

• Maintain services at a minimum download speed of 350Mbps.

• All services must be provided during stated days and times, 100% of the time.

• All connections must be established and content programming must have no degradation.

• In case of loss of content or degradation, connections must be re-established or issues resolved within 24 hours or sooner.

• Failure to meet performance standards may result in a Corrective Action Request (CAR) or a corrective action plan.

• Period of Performance: Five (5) years from the date of award (Base year + 4 Option Years).

• Place of Performance: 32d AAMDC Headquarters building, 5800 Carter Road, Fort Bliss, TX 79916.

• Contractor must appoint an Account Manager (AM) and an alternate.

• Contractor must utilize Fort Bliss NEC's infrastructure.

• Contractor must provide a service/repair phone number and a call list.

• Contractor must comply with all applicable Federal, State, and local laws and regulations, including OSHA.

• Contractor must develop and implement a Quality Control System and Plan.

• Contractor personnel must be able to understand, read, write, and speak English fluently.

• Contractor must comply with all security, safety, and environmental requirements.

Sources Sought / Market Research

This document is a Sources Sought notice to conduct market research for dedicated fiber-based internet services and television content for digital receivers at the 32nd Army Air and Missile Defense Command (32nd AAMDC) at Fort Bliss, Texas. The government is assessing market interest and capability to procure these services on a competitive basis.

• Provide continuous commercial television content to 17 digital receivers.

• Provide dedicated commercial internet pathways.

• Services must be available 24 hours per day, 7 days per week, 365 days per year.

• Restoration of any service degradation within 24 hours or sooner.

• Services must be direct, non-resold, including necessary fiber delivery, technical support, and maintenance.

• Operate through Fort Bliss NEC-approved pathways.

• Perform installations and maintenance under Government escort.

• Comply with all Federal, State, OSHA, Army, and installation regulations.

• Maintain an effective Quality Control Plan.

• Ensure 100% CTIP compliance.

• Provide trained personnel, including a designated Account Manager.

• The estimated period of performance is 12 months, beginning June 26, 2026, and ending June 25, 2027, with four additional 12-month option periods.

• The contract type is anticipated to be Firm-Fixed Priced.

• Tasking may be subject to the Service Contract Act or a collective bargaining agreement.

• Interested parties must submit a capabilities statement (max 10 pages) by 2:00 PM MST on May 20, 2026.

• The capabilities statement should address:

  • Past performance on similar requirements.
  • Experience managing similar tasks and subcontractors.
  • Specific technical skills.
  • Ability to perform at least 50% of the work if a Small Business Set-Aside is implemented.
  • Company profile (business status, employee count, revenue, locations, DUNs).
  • Qualification as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business.
  • Ability to meet facility and safeguarding requirements.

• The government will evaluate market information to ascertain potential market capacity.

• The applicable NAICS code is 517111 with a Small Business Size Standard of 1,500 personnel.

• The requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition.

• All Small Business Set-Aside categories will be considered.

• Businesses of all sizes are encouraged to respond, but must identify their business size.

• This is for informational purposes only and is not a Request for Proposal (RFP).

• Responses are voluntary and no funds are available to pay for preparation.

• The government is under no obligation to award a contract.
