This Invitation for Bid (IFB) is for the sale of off-spec turbine aviation fuel (UN1863 Fuel, aviation, turbine engine, mixture of Jet A, JP-10, RP-2) by the Defense Logistics Agency (DLA) Disposition Services Columbus. The sale is for a one-time lot, intended for energy recovery.

• The fuel is described as "OFF-SPEC JET AVIATION FUEL" with DOT HAZ CLASS 3, PG III.

• The quantity is approximately 4,000 gallons (current quantity), with a tank storage limit of 6,000 gallons. Bidders must bid based on the "Current Qty" and are required to remove the entire contents of the tank.

• The fuel may contain contamination such as water and/or fuel oils from aircraft maintenance.

• This is a firm fixed price Public Sales contract.

• The contract is for a "ONE TIME LOT SALE".

• The start price is $1.00.

• Bids must be submitted via email to dla.sales@dla.mil by the Offer Closing Date/Time: 03/06/2026, 1:00 p.m., EST.

• Bids must be submitted using SF114 and SF114A.

• The minimum bid is $1.00 USD per LOT.

• The bid price is expressed in U.S. dollars/cents per advertised unit of issue.

• Evaluation will be based on the highest priced responsive bid from a responsible bidder.

• A pre-award survey will be conducted for the Apparent High Bidder (AHB).

• Intent to export fuel outside of the U.S. for reclamation is not authorized. Bidders listing foreign destinations will be rejected.

• Bidders must demonstrate the ability to comply with all local, state, and federal laws governing the use of off-specification fuels for energy recovery.

• Bidders must not be excluded from federal programs (SAM.gov) or subject to denial, suspension, debarment, or other sanctions.

• Inspection Period Begins: 02/27/2026, 9:00 a.m., EST.

• Removal is Monday-Friday, 9:00 AM – 3:00 PM EST, excluding federal holidays.
