This Request for Qualifications (RFQ) seeks to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Construction Services contracts for the Smithsonian Tropical Research Institution (STRI) in Panama. The goal is to pre-qualify construction firms to respond to future solicitations for building, repair, renovation, modification, or restoration projects at STRI facilities. The IDIQ contracts will be awarded to both large and small businesses.

• The IDIQ contracts will cover a wide range of construction services including, but not limited to: demolition, site work, concrete construction, electrical, mechanical, plumbing, HVAC, masonry, wood, painting, plastering, ceramic and cabinetry work, drywall, and roofing.

• Contractors must demonstrate at least five (5) years of experience as a facilities/infrastructure/utilities services entity.

• A minimum of three (3) comparable projects completed or ongoing within the past five (5) years, with at least one completed. These projects should be valued between $1M and $3M and involve complex systems, concrete/masonry, mechanical, electrical, plumbing, fire protection, and skilled finishes.

• Experience with US codes and standards (NFPA, ACI, ASCI, IBC) is required.

• Firms must be legally registered and licensed in Panama for at least 5 years and be commercially active.

• Personnel must have a minimum of 5 years of experience.

• Location/presence in Panama and willingness to engage in remote locations is required.

• Contractors must have a Unique Entity ID and be registered in SAM.gov.

• This is a Request for Qualifications to establish a pool of pre-qualified contractors for future IDIQ task orders.

• Individual task orders will be solicited from this pool.

• Projects under the IDIQ pool can range from $50,000 to $1,000,000 (potentially sole-sourced) and up to $9 million (competitively awarded).
