Scope of Work
The required ammunition must meet Military Detailed Specification MIL-DTL-XM1224. Key technical requirements include:
- Cartridge Case: Steel or brass, reliably functioning at 85-90 kilo-pounds per square inch (ksi) chamber pressures without increased rearward force or extraction effort compared to standard 62ksi brass cases.
- Penetrator: Class III Tungsten Heavy Alloy (WHA).
- Compatibility: U.S. Army’s Mk22 rifle.
- Accuracy: Average extreme spread of less than 1.0 Minute of Angle (MOA).
Sources without a previously validated high-pressure cartridge case design are responsible for verification at their own expense. Initial delivery is required 120 calendar days after award, at a rate of 50,000 per month.
Submission Requirements
Interested companies should submit responses electronically to Michael Lau (michael.t.lau3.civ@army.mil) and Steven Ghazi (steven.s.ghazi.civ@army.mil) with the subject ".338 NM Anti-Materiel Precision Ammunition". Submissions, limited to 15 pages, must include:

- Detailed description of facilities, equipment, manufacturing processes, quality control, and supply chain management.
- Production capabilities (monthly/annual, evidence of 50,000/month production, timeline to begin production).

Eligibility & Access to Specifications

- Offerors must be registered with the U.S./Canada Joint Certification Office (JCP) and submit a signed DD 2345 Military Critical Technical Data Agreement and a Non-Disclosure and Non-Use Agreement (NDA) to obtain the MIL-DTL-XM1224 specification and top drawings. The NDA strictly limits data use to proposal preparation and prohibits unauthorized disclosure.
