Throughout this draft specification, there are areas in which the USACE is trying to fully understand the ramifications of various requirements from a design and construction standpoint. In reviewing the draft specifications, please provide meaningful feedback regarding the risk, concerns, and/or conflicts with the following requirements throughout the specification:

  1. C004, C180, C201, C415, C427: ABS HAB(WB) Notation and Additional Requirements – The vessel will receive an ABS HAB(WB) notation; however, throughout the specification, there are additional requirements that the contractor shall adhere to deriving from the HAB+(WB) and HAB++(WB) requirements.
  2. C002, C121, C180: 7 knot current with 2 knot speed over ground
  3. C002, C121, C605, C606: 14 knot transit speed with hopper empty
  4. C165: Ship Motion accelerations are still being determined by field measurements on board the current dredge ESSAYONS. Any suggestions or concerns in mitigating ship motion accelerations within the design approach within the area of operation of this vessel?
  5. C002, C201: Berthing Requirements – The USACE operates above the minimum manning requirements for a vessel. How would increased berthing requirements affect the design and construction of the vessel?
