• Unit Type: The requirement is for a diesel unit.
• Tires: Pneumatic tires are preferred.
• Capacity: The requirement is for a 34,000 capacity at a 24" load center.
• Equipment Condition: Used equipment is not acceptable.
• Delivery Timeline: No specific delivery date is required, but bidders should provide their estimated lead time. This will not be an evaluation factor.
• Forklift Size: The forklift must be able to lift more than 8 feet high, be less than 102 inches wide, and have an overall height (mast lowered) of 141 inches or less. It must also be able to reach double-stacked containers (estimated 10 feet).
• Lifting Materials: Primary use includes loading/unloading military equipment, containers from flatbed trailers, vehicles, palletized loads, and generators.
• Weight Capacity: The maximum weight to be lifted is unknown at this time.
• Usage Environment: The forklift will primarily be used outdoors, but not on rough terrain.
• Drive Type: 4-wheel drive is not required.
• Fuel Preference: Diesel is preferred.

Amendment / Modification

This document is an addendum to FAR 52.212-2, which outlines the evaluation criteria for the solicitation. It clarifies the evaluation process for "Commercial Products and Commercial Services."

• FAR 52.212-2 Evaluation – Commercial Products and Commercial Services

• Price: All line items must be priced in accordance with the solicitation, and prices will be determined to be reasonable and balanced.

• Technical Acceptability: Quoters must provide a detailed response demonstrating how their product meets the Salient Characteristics of each item. Responses will be evaluated as Acceptable or Unacceptable.

  • Acceptable: The quote clearly addresses all line items, details how the product meets or exceeds minimum Salient Characteristics, and includes delivery requirements.
  • Unacceptable: The quote fails to clearly explain how the product meets or exceeds the line items in the solicitation.
